REPLACEMENT OF HOUSING ELEMENT COMMITTEE MEMBER
STATEMENT OF THE MATTER:
The construction industry representative on the Housing Element
Citizen's Committee, Mr. Geoffrey Scarth, has missed the last
four committee meeting and has apparently moved from his present
address.
At their last meeting, the Housing Element,Committee voted to
recommend that the Council replace Per. Scarth with another
person front the construction industry. Three local contractors
were contacted about serving on the committee; Lou Chase,
Ed'Ebright and Ed Fogel, Only Mr. Ebright expressed interest
and filled out an application (attached). The Committee
has four meetings remaining to complete the Draft Housing
Element.

RECOMMENDATION
The Housing Committee has recommended that the City Council
remove Mr. Scarth from the General•Plan Housing Element
Citizen's Committee and replace him with another person
from the construction industry.
Council Action:
8-21-79 Council adopted Resolution 5898, removing Geoffrey Scarth
from the General Plan Housing Element Citizens' Committee,
and appointing Mr. Edward Ebright as a replacement.

RE: REPLACEMENT OF GENERAL PLAN HOUSING ELEMENT
CITIZEN'S COMMITTEE MEMBER
The construction industry representative on the Housing
Element Citizen's Committee, Mr. Geoffrey Scarth, has appar-
ently moved and no longer wishes to participate as a member
of this committee. Staff has tried to contact him on several
occasions but his phone has been disconnected. Mr. Scarth
attended the first meeting but has not attended the subsequent
four committee meetings.
At the August 1 meeting, the Housing Element Committee voted
to recommend to Council that Mr. Scarth be replaced with another
person involved in the construction industry. Staff has been
in contact with several contractors that live in Carlsbad and
found one that would be interested in serving on the committee.
Staff would recommend that the name of Ed Ebright be sent to
Council for possible appointment to this committee. Mr. Ebright
has a degree in architecture and is currently designinghisd
building custom homes in the Carlsbad area. A copy
application is attached.

RESOLUTION NO. 5898
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, REMOVING
AND REPLACING ONE MEMBER OF THE GENERAL
PLAN HOUSING ELEMENT CITIZENS' COMMITTEE
WHEREAS, Committee member Geoffrey Scarth no longer desires
to attend meetings of the General Plan Housing Element Citizens'
Committee; and
WHEREAS, the Committee has voted to recommend his replacement
by a person in the construction industry;
NOW, THEREFORE BE IT RESOLVED by the City Council of the City
of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the following person is hereby appointed to serve
as a member of the General Plan Housing Element Citizen Committee
of the City'of Carlsbad in the position vacated:
EDWARD S. EBRIGHT
PASSED, ADOPTED AND APPROVED by the City Council of the City
of Carlsbad, California at a regular meeting on the 21st of
August, 1979.

appointed you as a member of the General Plan
Housing Element Citizens' Committee.
