SUBJECT : STREET NAME CHANGE FROM ANACAPA ROAD TO PONTO DRIVE

STATEMENT OF THE MATTER:
On July 3, 1979, the City Council directed the Planning Commission to
hold a public hearing on a street name change from Anacapa Road to Ponto Drive. The Commission on August 8, 1979, held their meeting and recommended approval of the subject street name change.
The two streets in question are located south of Palomar Airport
Road, east of Carlsbad Boulevard and west of the railroad tracks.
A subdivision known as La Costa Downs, created prior to annexation to Carlsbad, established Anacapa Road.’ Further to the south was the area known as Ponto and a street paralleling Carlsbad Boulevard called Ponto Drive. Although the two streets‘both are immediately to the east of Carlsbad Boulevard, they were not originally aligned to connect.
Later the Lanakai Mobile Home Park was‘developed at the.north end of.
Ponto Drive. Since Ponto Drive was unimproved to the south and the
preferred access was to Palomar Airport Road to the north, the Lanakai
development made the connection of Ponto Drive to Anacapa.. No identification problem existed because meither street contained street name signs. However, recently the City placed street signs identifying the streets with their official names of Anacapa and Ponto Drives. Therefore Lanakai is addressed on Ponto Drive but is reached by driving south on Anacapa.
Several residents of the Lanakai Mobile Home Park have complained about
the confusion experienced by their guests trying to locate the park.
They support changing the n9me of Anacapa Road to Ponto Drive to give
continuity to the total frontage road.. The Police and Fire Departments
similarly would prefer one name for this continuous street since they already recognize the street as Ponto Drive, but are not familiar with the name Anacapa Road.

RESOLUTION OF THE PTANNING COX'4ISSION OF THE CITY
A STREET NAME, CHANGE FOR PROPERTY GENERALLY LOCATED
SOUTH OF PALOMAR AIFPORT ROAD AND EAST OF CARLSBAD
BOULEVARD.
OF CARLSBAD, CALIFORNIA, -WCOYDIENDING APPROTJAL OF

APPLICANT: CITY OF CAR!XBAD
WHEREAS, prior to annexation to the City of Carlsbad, a
portion of that area south of Palomar Airport Road and east of
Carlsbad Boulevard was subdivided. The northerly portion, near
Palomar Airport Road, known as La Costa Downs, contains a street
paralleling Carlsbad Boulevard named Anacapa Road. Further south
is another street paralleling Carlsbad Boulevard nimecl Ponto Drive
Both streets are located immediately to the east of Carlsbad
Boulevard, but do not connect to Carlsbad Boulevard; and
WHEREAS, subsequent to annexation to the City those streets
known as Anacapa Road and Ponto Drive were inproved and connected,
with street signs being erected; and
WHEREAS, several residents of the Lanakai Mobile Home Park
have complained about confusion for their guests and the Ci.ty
Fire Marshall has noted a potential source of problems for
fire and police response; and
WHEREAS, on July 3, 1979, the - City Council directed the
Planning Conunission to hold a public hearing to consider said
proposed street name change; and
VZHER33AS, pursunnt to City Council direction, the Planning
Commission did, on the 8th day of August, 1979, hold a duly
noticed, public hearing as prescribed by law to consider said
request: and

WHEREAS, at said public hearing a staff report was submitted
and all persons desiring to speak on the subject request were
heard. At the conclusion of said hearing, aft.er consideration
of all evidence presented, the Planning Commission found the
following facts and reasons to exist:
1. The change of name to Ponto Drive will be consistent with thc
City's street name policy and will not conflict with other street names in the area.
2. There are currently two names for one continuous street.
This street name change will provide one name, Ponto Drive.
WHEREAS, the Planning Commission, by the following vote
APPROVED SNC-15:
AYES : L'Heureux, Rombotis, Schick, Wrench,
Marcus, Jose, Larson
NOES : None
NOW, THEREFORE, BE IT fIEREBY RESOLVED that the above re-
citations are true and correct, and
recommends to the City Council that
be APPROVED.

2) STREET NAME CHANGE FROM PONTO DRIVE
(EAST-WEST PORTION ONLY) TO SUNROSE AVENUE.
Some years ago, prior to annexation to Carlsbad, the area south of Palomar Airport Road and east of Carlsbad Boulevard
was subdivided. The northerly portion, near Palomar Airport Road, and known as La Costa Downs contains a street para- lleling Carlsbad Boulevard named Anacapa. Further to be south, land was subdivided and known as Ponto. This area
also contains a street paralleling Carlsbad Boulevard; it is
named Ponto Drive. Although these two streets both are
immediately to the east of Carlsbad Boulevard they were not
originally aligned to connect.
Later the Lanakai Mobile Home Park was developed at the north end of Ponto Drive. Since Ponto Drive was unimproved to the south and the preferred access was to Palomar Airport Road to the north, the Lanakai development made the connection of Ponto Drive to Anacapa. No identification problem existed
because neither street contained street name signs. However,
recently the City placed street signs identifying the streets
with their official names of Anacapa Road and Ponto Drive. Therefore Lanakai is addressed on Ponto Drive but is reached by driving south on Anacapa.
Several residents of the Lanakai Mobile Home Park have complained about the street signs. The Police and Fire Departments have indicated that they recognize this street as Ponto Drive, but are not familiar with the name Anacapa Road.
Another problem is that Ponto Drive is primarily a north-
south street, but at its southern end it turns abruptly east. Normally a street name change is required when direction is changed in this manner.
According to City Council Policy No. 20, the streets in this
area shall be named after flowers and trees. The east-west portion of Ponto Drive will be renamed accordingly. However, to eliminate and reduce confusion, the name Ponto Drive should be extended over the entire north-south portion of Ponto Drive and Anacapa Road.
RECOMMENDATION
Staff recommends that Anacapa be changed to Ponto Drive to provide one name for one continuous street and that the
east-west portion of Ponto Drive be changed to Sunrose
Avenue.

BACKGROUND AND DISCUSSION
Before being annexed to the City, a subdivision was allowed south of Palomar Airport Road between Carlsbad Boulevard and
Interstate 5. This subdivision, known as La Costa Downs, con-
tains a street, parallel to Carlsbad Boulevard, named Anacapa
Road. Just south of this subdivision is an area that was
annexed later, which also contains a street paralleling Carlsbad Boulevard. This street is named Ponto Drive. These streets
were not originally aligned to connect.
The Lanikai Mobile Home Park was developed at the north end of
Ponto Drive. Since Ponto Drive was unimproved and the nearest access to Carlsbad Boulevard was from Anacapa Road, Anacapa was extended and joined with Ponto Drive. Therefore, Lanikai is addressed on Ponto Drive but is reached by traveling south on Anacapa Road. Previously, there were no identification pro- blems since there were no street signs. However, the City recently put signs on Carlsbad Boulevard indicating that the
exit led to Anacapa Road.
Since that time, several residents of Lanikai have complained about these street signs since they provide no direction to the Mobile Home Park. The Police and Fire Departments have indicated that they recognize this street as Ponto Drive, but are not familiar with the name Anacapa Road.
RECOMMENDATION
Staff recommends approval of SNC-15 changing Anacapa Road to Ponto Drive, for the following reasons:
1. The change of name to Ponto Drive will be consistent with the City's street name policy and will not conflict with
other street names in the area.
2. There are currently two names for one continuous street.
This street name change will provide one name, Ponto Drive.
