STATEMENT OF THE MATTER
On July 17, 1979, City Council approved plans and specifications and authorized the
City Clerk to invite bids. Sealed bids were opened at 4:OO p.m. on August 21, 1979
by the City Clerk. Four bids were received and are shown on the attached Bid Summary.
The low bid was submi-tted by Griffith Company of San Diego in the amount of $53,477.15
which exceeds the Engineer's estimate of $39,600 by $13,874.15. The overage is due
to an underestimate in excavation and street lights.
Budgeted funds in the amount of $48,000 are allocated in Federal Revenue Sharing,
Account No. 22-170-3021. To complete the project as bid, additional funds could be
transferred from the Genera I Fund Unappropriated Fund Reserve, Account No. 01-000-0900,
to the Project Fund, Account No. 01-170-3021.

SUBJECT: STREET IMPROVEMENTS IN BEECH STREET, GARFIELD AVENUE
AND CARLSBAD BOULEVARD - CONTRACT NO. 1059
The City Council, at its July 17, 1979 meeting, approved plans and speci-
fications and authorized the City to invite bids for the construction of
street improvement in Beech Street, Garfield Avenue and Carlsbad Boule-
vard adjacent to Magee Park.

which has been allocated to the project from Federal Revenue Sharing funds.

four bidders. Proposals were from $53,477.15 to $64,222.97. The low bid
was from Griffith Co. of San Diego.
Several alternatives have been considered before making a recommendation
on the project.
I. Acceptance of the low bid, award the contract and allocate an addi-
tional $5,478 from the General Fund.
2. Acceptance of the low bid and award of the contract which cannot ex-
ceed the allocated $48,000.
3. Rejection of the bids, direct staff to modify the design and readver-
tise the project within the allocated $48,000.
The acceptance of the low bid and award of the contract, which cannot
exceed the allocated $48,000, would necessitate modifications to the
awarded contract which could not exceed 25% ($13,369.29) of the total
contract price. Deletion of the six street lights cannot be considered
($16,950) because it is 31.7% of the total low bid. The elimination of
just any two street lights from the low bid does not constitute a 1/3
reduction in the total street light low bid because of inherent costs
for trenching, wire, steel conduit, etc. The possible elimination of two
street lights along Garfield Avenue or Carlsbad Boulevard could substan-
tially reduce the total bid amount due to the reduction of approximately
190 feet of trenching, wire, steel conduit, poles and lights. If the
light poles are eliminated along Carlsbad Boulevard, the lighting could
be accomplished in conjunction with the Carlsbad Boulevard Underground
Uti lity District No. 7.
In rejecting the bids and directing redesign of the project, the street
lights could be considered to become a portion of the Carlsbad Boulevard
Underground District No. 7 or a separate project.
Park-in-lieu funds for Area I amount to $31,954. Of this, $16,500 is
being considered for the Hosp Grove Park design. The Parks 8, Recreation
Director does not recommend using the remaining amount becuase it is not
for park-oriented use.
It is recommended that the City Council accept the low b
contract to the Griffith Company for $53,477.15, allocat
$5,478 from the General Fund.

($5,478.00) from the General Fund Unappropriated Fund Palance, Account No.
01-000-0900, to -the Project Fund, Account No. 01-170-3021, is hereby authorized
and approved.
2. That the Department of Finance Fund Transfer No. 10 on file in said
department and incorporated by reference herein is approved.

WHEREAS, bids have been received by the City of Carlsbad for- construc+ion
ui sl-reet improvements in Beech Avenue, Garfield Street and Carlsbad Boulevard,
Contract No. 1059; and
WHEREAS, the low bid received for this construction was submitted by the
Griffith Company, in the amount of $53,477.15; and
WHEREAS, funds are available in Account Nos. 22-170-3021 and 01-170-3021
for this project;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad
as follcws:
1. The above recitations are true and correct.
2. The bid of $53,477.15 by the Griffith Company for Contract No. 1059
for the constructicn of street improvements in Eeech Avenue, Garfield Street
and Carlsbad Boulevard is hereby accepted and the Mayor and City Clerk are here-
by authorized to execute a contract therefor.
