The project scheduled for completion during this fiscal year is the ATSF project which is estimated to cost $235,000 and is fully funded. The second project is the State Street storm drain which is estimated in excess of $400,000 and has only $166,000 appropriated. The State Street project would have more impact on improving drainage prob- lems, but the ATSF project has the advantage of being ready to go and relatively simple. The State Street project is within the redevelopment area and may be eligible for HUD funding. The Council, could, however, choose to delay the ATSF project, transfer funds to the State Street project and proceed with the latter. EXHIBITS 1. Construct the ATSF Storm Drain Project during the 1979 fiscal year. 2. Pursue HUD funds for the construction of the State Street Storm Drain. Council Action: 9-13-79 Council directed that the money be transferred from the AT&SF storm drain project to the State Street project, and that the State Street project be considered high priority in storm drain projects, and that staff begin immediate design of same. 4. We have evaluated the advantages and disadvantages of the two projects and recommend a course of action. ATSF PROJECT Advantages Disadvantages 1. Less expensive of the two projects. 1. Very little impact on z 2. Simple design. improving drainage problems. 3. Construction should not be disruptive to adjacent property owners. STAE STREET PROJECT Advantages 1. Significant impact on improving drainage problems. Disadvantages 1. Construction period potentially disruptive to businesses along State Street. 2. Considerably more expensive than the ATSF project. 3. Design problems will be more difficult. In addition to the above advantages/disadvantages, the State Street Storm Drain Project has some potential for receiving HUD Grant Funds since it will serve the downtown redevelopment area. . r - 2- Public Works Administrator August 15, 1979 Recommendations : 1. Prepare plans and specifications for both storm drain projects during the 1979-80 fiscal year. 2. Construct the ATSF Storm Drain Project during the 1979-80 fiscal year with City funds. 3. Make application for HUD Funds for the construction of the State Street Storm Drain Project. 4. Construct the State Street Project at such time as Grant Funds or additional City funds are available.
