Statement of the Matter
To implement the City Council decision, announced on Tuesday,
September 11, 1979, to employ the services of Ralph Andersen
and Associates to recruit for a City Manager,the attached
resolution is forwarded for council consideration.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA AUTHORIZING
THE MAYOR TO EXECUTE A PROFESSIONAL
SERVICE AGREEMENT WITH RALPH ANDERSEN
AND ASSOCIATES FOR THE PURPOSE OF SERVING
AS CONSULTANTS.
WHEREAS, the City Council has concurred in the recommendation
to have the services of a consultant for recruiting of a City
Manager;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California as follows:
1. That the above statement is true and correct.
2. That the Mayor is hereby authorized to sign the agreement
dated S,:_tember 12, 1979 from Ralph Andersen and Associates, for
services incorporated herein by reference and on file in office of.
City Clerk.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
City Council on the 18th day of Cgptem5er 1979, by
the following vote, to wit:
AYES: Councilmen Skotnicki, Anear, Lewis and
Councilwoman Casler
NOES: None

RALPH ANDERSEN AND ASSOCIATES
PROFESSIO`lAL.SERVICE AGREEMENT
Ralph Andersen and Associates agrees to provide the following services to the
City of Carlsbad in conjunction with their recruitment for the position of
City Manager:
I. Meet individually with City Council members for purposes !
of determining their concept of the position and what
personal and other qualifications they believe are most
important for applicants to possess.
2. Prepare and place advertisements for the position of City
Manager in appropriate publications.
3. Prepare a list of outstanding potential applicants for
the position of City Manager.
4, Prepare a letter of invitation to be mailed by the City
to each potential applicant, and personally follow up
the letter by discussing the overall job opportunity
with each person invited to apply.
5. Review all applications received -by the City.
6. Conduct appropriate background checks, other than police
and credit checks.
7. Brief the City Council regarding the nature of all
applications received, and overall screening results.
Prepare a final list of applicants recommended for
personal interview by the City Council.

8. In cooperation with City staff, arrange for City Council
interview of finalists,
�9. Prepare an interview booklet for members of the City
Council containing background information on each
finalist, interview rating sheets, and suggested ques-
tions and areas of discussion for the interview.
10. Prepare a letter for the City advising all unsuccessful
applicants of the results.
For the services to be rendered pursuant to this agreement, the City of
Carlsbad agrees to compensate Ralph Andersen and Associates the fixed amount
Of $5,000. It is understood that the only charges for which -the City of
Carlsbad assumes responsibility, in addition to the fired fee, are reimburse- '
ment for out-of-poc'ket expenses incurred by Ralph Andersen and Associates for
items such as travel, long-distance telephone, copying charges, and placement
of advertisements.
This agreement shall commence on September 12, 1979 and shall continue until
the position of City Manager is filled.
