Mgr. -_ DATE : October 2, 1979 DEPARTMENT: Engineering SUBJECT: LA COSTA CANYON PARK - CONTRACT NO. 1045 STATEMENT OF THE MATTER On April 3, 1979, the City Council awarded a contract to Thibodo Construction Company for the construction of La Costa Canyon Park. During the construction, two change orders were initiated for the exchange of American Standard brand restroom fixtures to Acorn brand at the request of the Parks & Recreation Director, deletion of some previously required drainage requirements, additional grading requirements for the multipurpose court and the installation of a backflow preventer and vault. of these changes is $5,686. funds from Area 7, Park-in-lieu Fees,. Bradstreet, Parks and Recreation Director DATE : September 26, 1979 SUEJECT: Justification for Penal Ware Restroom Fixtures It has been brought to my attention that the City of Carlsbad has been specifying vitreous china restroom fixtures in rest- rooms that are constructed under the Capital Improvement program. The vitreous china fixtures, which have a glass-like finish can be easily vandalized. They can be broken by a sharp blow or a kick, resulting in dangerous broken pieces of glass that can be used as weapons. Additionally, this type of fixture is expensive to replace and could result in a restroom being closed for an undetermined amount of time. The Parks and Recreation Department feels that all lavatory and restroom fixtures should be made of heavy gauge stainless steel materials, such as Penal Ware unbreakable, stainless steel security fixtures and accessories. The advantages of this material are that is has a smooth, hard-finish surface, is easily maintained and will not corrode. The most important feature of this material is that it is unbreakable and very difficult to dent or deform.
