Subject: STAFF REPORT: SECRETARY II (Planning Department) and STREET MAINT2NANCE WORKER III dtatement of the Matter As directed by the City Council, staff has prepared and is submitting a report regarding the proposed positions of Street Maintenance Worker III and Secretary II. Because the consultants based their recommendations on an internal review of positions, the staff survey resorted to consulting with other San Diego County cities. There were seven cities surveyed, all similar in size to Carlsbad. The results of the staff survey reaffirms the results of Ralph Andersen and Associates. Lead secretaries in other planning Depart ments had responsibilities similar to those of the Carlsbad secre- tary. Specifically, responsiblility for Planning Commission minutes and supervisory responsibilities were present in varying degrees in all cities surveyed. Salary -wise, the Secretary II in Carlsbad receives the highest salary of those cities surveyed. Most Heavy Equipment Operators were found to have varying degrees of lead responsibility. These degrees ranged from total lead responsibility of a work crew to none at all. The degree of lead responsibility positively correlates with the position salary. Thus, those with lead responsibility receive the highest salary of cities surveyed. Staff recommends the adoption of the Secretary II (Planning Department) and Street Maintenance Worker III classifications as written in the Classification Plan prepared by Ralph Andersen and Associates. Recommendation If the City Council concurs with the staff recommendation, it is recommended that council take no further action on this matter. Council _Action: 11-6-79 Council took no further action, accepted the report and directed it be filed. --%,, r-t MEMORANDUM DATE October 24, 1979 TO City Manager FROM Personnel Director SUBJECT: STREET MAINTENANCE WORKER III CLASSIFICATION Seven local cities of similar size to that of Carlsbad were surveyed it reference to their Heav1.111 Equipment Operators. The intint of this survey was to determine the extent of leadwork done by a person in this classification, as well as the salary. (See Attachment B) Salary versus leadwork performed is the most logical way to compare this classification. Carlsbad's salary range for this position is $1148 - $1368. At A Step it is second from the highest and at E Step is third from the highest. The average salary range is $1098 - $1332. Those cities which definitely include leadwork pay the highest salaries. These cities include National City and Vista. Those cities which require leadwork on a less frequent basis fall in the mid range of salaries paid. Leadwork in these categories consists of leading in the absence of a supervisor or of a small crew. Absence of a supervisor was determined to be that case in which a supervisor is leading several work crews and cannot always be in attendance at one work site. The lowest paid Equipment Operators are also those which assume little or no lead work. A separate classification is designated for supervision in these cases. Based on the preceeding information, it is.recommended that the position and salary of Street Maintenance Worker III remain,as designate in the current Classification and Compensation Plans. EROME N. October 24, 1979 TO City Manager FROM Personnel Director SUBJECT: SECRETARY II CLASSIFICATION, PLANNING DEPARTMENT It is the contention of some city employees that the Secretary II position in the Planning Department is a job which requires a greater abundance of skills and abilities than of other Secretary II's within the city. Areas of concern are that the Planning Department Secretary prepares weekly meeting agendas, under a great amount of pressure. The incumbent is required to also attend the Planning Commission meeting which convenes every other week. This secretary also supervises the work of two other department clerks. Due to the fact that these are the areas of concern, other cities of compara- ble size were surveyed in these areas. (See Attachment A) All cities surveyed do in fact have a lead or senior secretary in the Planning Department clerical pools. This secretary is in the same classification as other secretaries in the cities surveyed, thus i is not distinguished as being different. Most cities do in fact have spe^ial secretaries for the City Manager and City Attorney offices. ' Of the seven cities surveyed, three require Planning Commission attendance of the secretary; while in two cities the secretaries delegate the responsibility to other Planning clerks. In the remain- ing two cities the commission meetings are taped and the secretary i is responsible for typing minutes from the tape. In any situation, it is the secretary's responsibility to see that meetings are attended and/or that minutes are typed. In six out of seven cities, the Planning Department secretary is responsible for delegating clerical work to others. This secretary is essentially an office manager. The City of Carlsbad pays the highest salary for the Secretary II position. Carlsbad's range is $1031 - $1225. Whereas the average salary range of the cities surveyed for this classification is $929 - $1126. The lowest salary range for this classification is $865 - $1052; this secretary delegates commission attendance but does supervise the department's clerical work. Ath these considerations in mind, it is recommended that Carlsbad's Secretary II position in the Planning Department remain at the present classification. P, - EROME N.
