Co·uncil Action: ll-o-79 Council adopted Resolution 5973, authorizing execution of a contract with Price Waterhouse for consulting servfces not to exceed $11,000.00 to ~id i~ the improvement 6f theCity 1 s Data Processing Center. · · lrnMORANDUM DATE: TO: FROM: October 29, 1979 City Manager Finance Director SUBJECT: SELECTION OF A CONSULTING FIRM TO AID IN THE IMPROVEMENT OF THE CITY'S DATA PROCESSING CENTER In June of 1979, the City Council receiv~d a report from the Citizen's Committee formed to review the city's data processing problems recommending that the city consider replacing its present computer system with one offering greater flexibility and growth potential. During the meeting, the council discussed the problems with the committee members and directed the City Manager to locate a suitable consultant to aid the city in determining its data processing needs, selecting viable solutions and obtaining proposals and costs from vendors. In September the attached request for proposal went out to six consulting firms who had shown some interest in serving the city's needs. Proposals were due back to city hall by the close of business October 12, 1979. Four of the six firms responded to the RFP, two of which indicated that they had decided not to propose. The remaining firms, Integrated Research and Information Systems (IRIS) and Price Waterhouse, submitted proposals which are attached for your review. The primary considerations in the staff review of the proposals were 1) the company's experience and success with other similar systems, 2) the company's experience in municipal government in general, 3) the technical capabilities of the company and its staff, 4) the cost of the proposal and S) the company's under- standing of the work required. The Finance Director was primarily responsible for the review of these proposals, although input was requested from other staff members. INTEGRATED RESEARCH AND INFO~\lATION SYSTEMS (IRIS) The IRIS proposal included a list of five companies that have received similar services from IRIS in the recent past. An attempt was made to contact four of the five companies. Three of these references were branches of the Navy Personnel Research and Development Center where several different mini-computer October 29, 1979 Page 2 systems have been installed with the assistance of Mr. Mark Underwood, a key member of IRIS. These insertions ranged in complexity and application, 1.owever, none were directly related to applications the city will :equire~ The fourth refer~nce was an architectural firm who we have been unable to reach tvr comment. The following is an analysis of the IRIS proposal using the five points outlined above: 1) The company's experience and success with other similar systems: IRIS and particularly Mark Underwood have considerable technical experience in the field of mimi- computers. Contact with the various Navy references have confirmed the technical qualifications of Mr. Underwood 2) 3) 4) S) are well established, The success with the Navy systems has been proven over the past few years. However, according to the references contacted and the IRIS proposal, there have been no system installed that concentrated on accounting and management reporting systems similar to those we are requiring. The company's experience in municipal government in general: The IRIS proposal does not list any governmental experience other than the Navy installations. The technical capability of the company and it's staff: As indicated above, Mr. Underwood's technical experience has been well documented and confirmed. Since the IRIS proposal indicates that Mr. Underwood would be in charge of the city's account this is an important factor. All references contacted1 and the indications from the proposal itself reflect a high level of technical competance. The cost of the Proposal: The IRIS propos:il imlicates that the maximum price for the required study would be $3,140, (or less if certain steps could be eliminated from the process ). The first page of the p1·oposal states certain assumptions upon which IRIS calculated the price of this project. If these assumptions are incorrect (see section S below) IRIS may be unwilling to enter into the study at this time. The company's understanding of the work required: In the first section 0£ tho proposal, IRIS indicates that "the following schedule of events is contingent upon a sufficiently October 29, 1979 Page 3 high quality of documentation for the software on the Singer computer system and support operations." This is a basically false assumption. Cyberdata, the company responsible for developing the present software packages did not provide any software documentation other than a basic users manual. !lad Cyberdata still been in existence this would not have been a signficant problem. However, I believe IRIS will find the lack of information increases the work required considerably. The proposal also talks about the "Transportability" of systems. That is the movement of a Singer software program to another computer. It is my understanding that the Singer software is totally non-transportable. This means any savings in time or effort IRIS had counted upon due to directly shifting Singer software to other hardware will be lost. * The basic outline of the process for data gathering Step 4 through completion, Step 19, appears to be relatively thorough. Aside from the problems mentioned above, the proposal presents a workable process. PRICE WATERHOUSE The Price Waterhouse proposal is analyzed in the following section: Price Waterhouse is a major accounting and consulting firm. The attached proposal was received from the Newport Beach Office, although there is an office located in San Diego. 1) The company's experience and success with other similar systems: The Price Waterhouse proposal lists ten different studies or projects which involved the review of data processing systems, installation of data processing equipment and the development of system software. Seven of the ten references involved system development done for commercial firms. Contact ,~ith three of these firms have indicated that Price Waterhouse, and particularly Mr. Bailly and Mr. Poppe, provided excellent assistance in the selection of data processing system. Three of the references listed were governmental in nature: two transit districts and one city. One of the transit districts, North County Transit, indicated that the Price Waterhouse team had been particularly thorough and that they were very pleased with the services performed to date. * A discussion with the IRIS representatives on 10-29-79 indicate that there were some misunderstandings with regard to the documentation level of the Singer software and a reevaluation of their proposed process and price would be in order. October 29, 1979 Page 4 The overall suc:cf'...ss of the installations referred to in tho Price Waterhouse proposal is diffuclt to judge, since many are still in the implementation stages. 2) The company's experience in municipal government in general: Price Waterhouse has long been one of the largest national accounting firms. But more important than the size of the firm is the experience and qualifications of the individuals doing the work. The proposal includes a description of the professional and business experience of the three individuals who would be conducting the city's project. 3) 4) As you can see from the background, all three have extensive experience in commercial data processing and financial systems. In the governmental area, Mr. Poppe has had several years experience with a municipality as a iystems analyst and programmer, in addition to his experience with transit districts and other governments. Mr. Bailly is presently a member of 'he California Society of Municipal Finance Officers and has had the opportunity to work with a diverse field of data processing studies. His primary contact with governmental systems seems to have come through the transit district study performed £or North County Transit. Although, Mr. Mc Nally would undoubtly be the least active member of the team, his background in business and finance indicates he has been involved in data processing and computer systems for many years. The technical capabilities of the company and its st~fr: Contacts with several of the references listed in the proposal have confirmed the technical capabilities of the Price Waterhouse staff. The background description for each member of the proposed team shows a wide rm,ge of technical expertise As with the IRIS proposal, there is no question of the technical qualifications. The cost of the proposal: Tho Price Waterhouse proposal includes a not to exceed price of $11,000. Judging from conversations with other companies, this fee is in line with the cost of similar studies performed by Price Waterhouse. Also, conversations with two of the com~anies who have chosen not to propose, indicated the cost for this type of study should fall in the $10,000 to $12,000 range. October 29, 1979 Page 5 5) The company's understanding of the work required: From the information in the Price Waterhouse proposal, and conversations with the team, the understanding of the problems and processes required seems to be very good. This also has been the case in several other studjes completed by Mr. Bailly and Mr. Poppe. The Price Waterhouse proposal seems to lay out a very workable plan and time table, and is based on a strong comprehension of the problems. SUMMARY In summary, the following chart indicates the Finance Director's evaluation of the two proposals on the five points outlined above: IRIS PRICE WATERHOUSE 1) Experience in similar systems X 2) Experience in Municipal Government X 3) Technical capabilities X X 4) Price X S) Understanding of the task X IRIS offers the city excellent technical references in various data processing situations and a very attractive price. However, there has been little experience in similar financial oriented or munj.cipal government sys terns and there may be a problem with the initial under- standing of the task at hand. Price Waterhouse can provide the city with considerable experience in other financial/management systems and some experience in municipal government. They arc also able to offer a high level of technical capability as well as a good understanding of the necessary tasks. The major problem is tho price tag. RECOMMENDATION I recommend the city accept the Price Waterhouse proposal based on the more extensive experience in similar systems and municipal government, as well as the technical ability and task understanding. THE SINGER SYSTEM 10 - CITY OF CARLSBAD BACKGROUND INFORMATION The City of. Carlsbad is presently using a Singer System 10 -Mini computer that was purchased in late 1975. Generally, the system is comprised of the following components: 40K CPU -Model 21 (can support up to three terminals as configured). 20 MB Disk Storage Capacity -2 model 40 drives (full 20 MB is in use). 2 CRT Terminals -Model 82 -Used for data input and inquiry. The applications pr~sently in use on the system are outlined in attach- ment A. Attachment Bis an outline of proposed applications. The first section contains those applications that will be installed as soon as possible on whatever computer system is selected. The second section lists these applications that departments have requested, but have nnt yet been sch~duled for implementation. You will note, as I had discussed with you previously, that the key to a successful procurement and impler~ent:ation is selection of an accredited and experi~nced expert. I don't believe there are many in Southern California with the equivalent background we offer the City. You will observe that our procurement expertise covers systems that are small and large, and includes multi-vendor systems. We've proven ourselves to the Navy in these procurement matters, with several major .~cquisitions, and the development of a performance evaluation plan which resulted in a multi-million dollar R & D effort which began in FY79. Further, our attention to the human factors aspects of such procurements sets us aside. You will note several publicat:l.ons I've authored, documenting our opinions on the importance of fitting systems to people and organizations. The timetable we have proposed could be accelerated, of course, but we feel at the risk of obtaining an incomplete picture of the City's long· t:eriu: needs. Efficiency/performance Recommendations will be made to establish requirements for: (a) additional documenta- tion); (b) further measurement efforts; (c) recommendations for disposition of the software currently being used, To obtain this information, be~i1es direct inspection of the software, interviews with key users will be made. 2, Development of validation and acceptance tests for each program. To aid in this process, I.R.I.S. proposes to bring in, for a day, an additional consultant from the Irvine Research Corporation, who wil:!. of::er ad\•i.ce particular to "'llnicipal computing problems. This individual, Dr. J~:in Klng, has recently completed an intensive, and extensive look at urb~n romputing systems under the a~gis of the University of California, Irvine's Public Policy Research Organization (PPRO). In this manner, the experience gained by officials in like organizations can be utilized. The results of this phase will bu documented and recirculated to key City personne.l to assure agreement regarding the priorities of the various proposed applications and the preferred configurati<Jn/perfonnance alternatives. 5. Staffing survey will be l!onducted to determine the level of organizational (City of Carlsbad) capabilil:ies and needs in each of the following areas: a. In-house training (for continuity of trained personnel) b. Inter-depa·ctmental exchange of data and systems/procedures c. Resource sharing ar-cangements between departments within the City d. Prepare a plan for conversion of software and data and personnel from the Singer to the new system. In connection with City personnel, this plan will be translated into probable milestones for the infotination of staff personnel; thus the staff will be informed on the extent and nature of the procurement process and the conversion effort. Develop draft selection criteria for evaluating proposals received. Submit, for internal use only, a selected bidders' list, showing possible system alternatives. Final procurement will not be limited to those companies, however. Draft RFP will be circulated to vendors for coroment only. 12. Hold pre-solicitation conference. Conference is anticipated to introduce a few changes to the RFP before it is finally released. The conference would be held at a site of the ~ity's choosing, and should take no more than an hour and a half. 13. Finalize and issue the RFP. 14. Review proposals. Apply selection criteria. Request proposal clarifications as needed. For offerers meeting all mandatory specifications, a benchmark ("live test demo") will be conducted. With this information in hand, a final ranking of vendors will be produced, with a recommendation from I.R.I.S, for an acquisition action. A prime consideration in the selection will be negotiation with the prime offeror for the most desirable combination of features and services of the longest period of time. In this vein, conversion costs and other factors will be consd.dered, as well as the availability of "second-source" vendors for prime items such as peripherals and certain supplies such as disk packs and ribbons for printers. 15. Initiate conversion plan, after award. Monitor and require the development of the vendor's plan for conversion if not fully documented in his offer. Negotiate with vendor to ensure compliance with the agreed-upon terms and conditions of the award. In particular, attention will be paid the the documentation of software developed, if any. 18. Submit data base quality and reliability assurance pl~~ to the City. This plan, offered by I.R.I.S. will provide a vendor-specific plan for assuring that City systems and procedures, when applied.in the context of the winning vendor's configuration, will result in reliability of ddta and equipment, insomuch as a consultant can influence such happenings. 19. Post-conversion debriefing. The City will be briefed on the vendor's success or failure to me~t the terms of the agreement, and any problems which may influence the City's future data processing needs. Any difficulties in the City's support of the system, in terms of personnel or other procedural aspects, as reported to I.R.I.S. by the vendor, will also be discussed, This will take place about six months after the installation has begun, p o. Orange County Transit District In addition to being the District's independent auditors, we currently are engaged in performing a system assurance review of OCTD's EDP department.
