SUBJECT : APPOINTMENT OF MEMBERS TO THE CARLSBAD HOUSING AND REDEVELOPMENT ADVISORY COMMITTEE STATEMENT OF THE HATTER: At its meeting of November 6, 1979;the Council adopted Ordinance as the Carlsbad Housing and Redevelopment Advisory Committee. The Ordinance sets forth the following requirements foe the nine .. No.1224, creating a Community Development Committee to be known . (9) members: (a) Two (2) members shail be'tenants of the Housing Authority, (b) Two (2) members shall be members of existing organizations at least one of which shall be over sixty-two years of a$e. located within a Redevelopment Project Area. (c) One (1) member shall be a residential occupant/o&er (d) Two (2) members shall be business persons from within from within a Redevelopment Project Area., a Redevelopment Project Area. (e) Two (2) members shall be persons trained or expefienced in architecture or urban design, trained 0-r experienced in real estate, human relations, housing, urban development, building, construction, social services or other relevant businesses or professions. The attached report from the Housing and Redevelopment Director presents four appointment options for council consideration.' In addition, a resolution is attached in the event that council desires to make appointments this evening as provided in option C of the attached memo. Exhibits 1. MEMBERS TO THE CARLSBAD HOUSING AND REDEVELOP- WHEREAS, the City Council of the City of Carlsbad, California, has created and established a Housing and Redevelopment Advisory Committee by Ordinance No. 1224; and WHEREAS, the Housing and Redevelopment Advisory Committee shall advise and make recommendations to the Commissioners of the Carlsbad Housing and Redevelopment Commission, or the City Council; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. RAUTENKRANZ, City Clerk ! 21 22 23 24 25 26 27 28 -2- TO : Wayne Dernetz, City Manager FROM : Jack Henthorn, Housing and Redevelopment Director SUBJECT: Appointment to Housing and Redevelopment Advisory Committee At its meeting of November 6, 1979, Council adopted Ordinance No. 1224, creating the Carlsbad Housing and Redevelopment Advisory Committee. This committee's primary responsibility is to advise the Carlsbad Housing and Redevelopment Commission on matters scheduled for its consideration. The Committee replaces the formal " project area committee" and "housing commission" which were charged with advising the Redevelopment Agency and Housing Authority prior to the recent reorganization. These two advisory bodies will continue on an It ad hoc'' basis until the Redevelopment Plan and Housing Element are adopted. The membership mix of the new committee is reflective of both Housing and Redevelopment interests. The purpose of this memo is to advise Council of potential appointment options. OPTION A - Solicit applications for appointment from the community. OPTION B - Inquiry as to whether existing committee members are interested in serving on the newly formed committee. If sufficient interest exists appointments would be made from this group. OPTION C - committee and the two tenant members of the Housing Commission, thereby filling all categories of membership. OPTION D - Solicit applications from the community and invite existing committee members to submit. Recommendation Appoint the members of the existing project area Option D appears to be the most flexible option of the three presented. This option should insure a sufficient number of applications to fill the five categories of memberships with the required nine members. Therefore, it is recommended that this option be presented to Council at its meeting of November 20, 1979.
