The firm of Kindler and Laucci hap prepared a Proposal to Cities of San Diego County .for Liability Insurance Pooling which they have submitted to all the cities. They are experienced risk management specialists who now represent 14 cities and counties in California. The basic plan is to pool those risks that share a commonalty to the best advantage of the authority and allows for a pro- forma cash flow. In essence, cities would be operating their own insurance company by purchasing insurance above a certain class level. For a small cost, the insurance consultant will conduct a feasibility study for each city. The cost for such a study would be $285.00. After completion of the feasibility study, each city can decide whether it desires to enter into an insurance consortium with the other cities in the county. The City of San Diego and the City of San Marcos are not interested in inclusion. Exhibit None Recommendation If Council is desirous of a feasibility study, authorize participation at a cost of $285.00. Council Action: 11-20-79 Council authorized participation in the feasibility study at a cost of $285.00.
