An Important part of this plan was the Housing Allocation•Formula which consisted of two elements: (1), 1 an identification of the region's total lower income housing needs; and (2) the means by which these needs should,be equitably distributed .throughout the region. , According to the Housing Allocation Formula, the regional need for low- income housing units will be 37,681 by 1985. -Carlsbad's `fair share" of the regional total is 2 1/2%. This translates into 82.5 units of ,lower income housing that would be needed to meet the lower income ,hous•ing needs of -the City by 1985. CP.O is now requesting that Carlsbad adopt a resolution which recognizes the regional Housing Allocation Formula. Ado•p.tion of the attached Resolution w.ould mean that Carlsbad accepts the regional Housing.Needs "fair -Allocation total of 37,681 lower income units -and, Carlsbad's, -share", allocation of 825 units. Hagaman, Planning Director_lP hL RE: LOCAL ADOPTION OF CPO HOUSING ALLOCATION FORMULA I recently received a letter from the Comprehensive Planning Organization (CPO) requesting that the City of Carlsbad adopt by Resolution the regional Housing Allocation Formula. The following information should provide the background to CPO's request. The Comprehensive Planning Organization adopted the San Diego Regional Housing Plan in November, 1974. Part of the Plan identified the regional housing needs and developed a guide for local jurisdictions to equitably distribute lower income housing within the jurisdiction. This is accomplished through the Housing Allocation Formula which recommended that each jurisdiction's share of the regional need for ,lower income housing be in similar proportions to the demand for lower income housing that each juris-, diction contributes to that region. The formula consists of two elements: (1) an identification of the region's total lower income needs; and (2) the means by which these needs (units) should be equitably distributed throughout the region. The projected total need for the region is 31,681 lower income units by 1985. Both the California Department of Housing and Community Development and the U.S. Department of Housing and Urban Development have generally recognized "good faith efforts" to provide for the, housing needs of the community As those which would address about five percent of the housing needs per year. According to those standards and the needs, the proposed lower income housing required for the San Diego area would be 9,500 to 10,000 units over the next five years. i On a local level, the allocation formula recommends that Carlsbad provide two and one-half percent of the lower income housing needs of the region between 1980 and 1985. This translates into 825 units of lower income housing that would be needed to meet the lower income housing needs in the City by 1985 (Carlsbad's "fair share"). Carlsbad's "good faith" effort would mean that Carlsbad should be expected to provide about 200 to 210 units of lower income housing as a bare minimum over the next five years. Council approval of the Housing Allocation Formula is important as the State Housing Element Guidelines require each jurisdiction to identify its "fair share" allocation as part of its Housing Element. CPO is requesting that the City complete the adoption of our "fair share" by November 30, 1979. This may pose a t T ,i J ,t a, t k i t r } 5 t 4 problem for the City Council because the Housing Element will not be ready for hearing until late January, 1980. This means that the City Council is being asked to guarantee provision of 825 (210 "good 'faith") units by 1985 without having reviewed the programs in the Housing Element which are designed to furnish these lower income units. CPO has indicated that their staff will be avai`lable:to make a presentation or answer any questions at the November 20, 1979 meeting:. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ADOPTING CARLSBAD'S "FAIR SHARE" HOUSING ALLOCATION OF 825 LOWER INCOME UNITS AND RECOGNIZING THE COMPREHENSIVE PLANNING ORGANIZATIONS'S REGIONAL HOUSING ALLOCATION FORMULA FOR THE PERIOD 1980 TO 1985 WHEREAS, the Comprehensive Planning Organization has identified lower income needs for the San Diego Region based. upon the 1975 census and other more current information; and WHEREAS, the Comprehensive Planning Organization has developed a housing allocation formula which recommends a "fair share" of lower income housing needs for each juris- diction to identify its "fair share" responsibility as part of its Housing Element; and WHEREAS, the State Housing Element Guidelines require each jurisdiction to identify its housing needs. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad as follows: 1. That the City of Carlsbad recognizes the San Diego Region (1980-1985) Lower Income Housing Needs and Housing Alloca- tion Formula, as established by the Comprehensive Planning Organization. 2.
