FUNDS FOR PLANS AND SPECIFICATIONS
STATEMENT OF,THE MATTER
The bridge over Agua Hedionda Lagoon on Carlsbad Boulevard has been identified as deficient both from a structural and a traffic standpoint. In June, the City
contracted with the firm of Kercheval and Associates to develop a preliminary
design for the bridge replacement and to prepare an application for funding
under the Federal Highway Bridge Replacement and Rehabilitation Program (HBRR) .
The consultant has determined that the bridge replacement project may be eligible for funding in October 1981. eligible for HBRR funding, but these funds would not be available until October, 1981. The City, should it wish to proceed with the project, may elect to utilize
Federal Aid Urban Funds for design and repay these funds from HBRR funds in 1981.
FAU funds required far design would be about $137,474.

During the study of alternatives, it was readily apparent that
the least costly and most cost effective project for a four-lane road-
way FAU project and a four-lane Bridge Replacement Project would be
one built in the present right of way.

might be in the vertical alignment of the bridge.

SUBJECT: AGUA HEDIONDA LAGOON BRIDGE REPLACEMENT
In June, the City contracted with Kercheval and Associates, Consulting Engineers, to develop a preliminary design for the Agua Hedionda Lagoon bridge replacement, and to prepare an application for funding under the Federal Highway Bridge Replacement and Rehabil i tation Program (HBRR)..
The bridge over the Agua Hedionda Lagoon on Carlsbad Boulevard has been identified as deficient structurally and from a traffic standpoint. Kercheval and Associates have proposed the construction of a four-lane structure to be built in two stages using one-half the new bridge as a detour while the old one is torn up. The pro- posed bridge replacement would be within existing right-of-way and should allow for construction with minimum disruption of traffic and maximum utilization of existing pavement and foundation.
The estimated cost of the project replacement'is 1.12 million dollars. that we would also widen Carlsbad Boulevard to four lanes in conjunction with the bridge replacement, an additional $185,000 would be required for street widening.
Assuming
There are two basic funding sources for the project. project could be.funded through Federal HBRR money. priority based on bridge rating. Review of the current priority listing indicates that the bridge rating for the Agua Hedionda Bridge is such that HBRR funding would be available October 1, 1981. Plans and specifications are also eligible for fund- ing from HBRR money and could be applied for under the October 1 , 1981 allocation. The City staff initiated the process for application for HBRR funds through a Field Review with State and Federal officials on October 17, 1979. At the Field Review, the City received an indication from the Federal representative that it would be advantageous to have plans and specifications prepared prior to October 1981. The Federal representative pointed out that design and environmental reports could be prepared using Federal highway funds which could later be replaced by HBRR funds. Under the Federal Aid Urban Program for funding of highway projects, the City of Carlsbad has $62,999 remaining in 1976 Act funds and $74,475 remaining in 1978 project funds. Both amounts are designated for miscellaneous improvements to the City's FAU system.

Assuming that we are granted HBRR funds in 1981, the FAU funds could be replaced. The Council may also be interested in knowing that HBRR funds require a 20% local match, while FAU funds require a 10% match. The 1979 Capital Improvement Program shows $50,000 for design of the bridge replacement. successful in obtaining FAU funds, only about $15,000 of the budgeted CIP funds woul d be requi red.
