STATEMENT OF’ THE MATTER
Plans and specifications for the swimming pool project have been reviewed and approved by City Staff and the Health Department. project without various alternatives such as solar heating and a north parking lot is $1,473,801. Funds in the amount of $1,342,151 have been appropriated for the project. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS AND AUTHOR-
IZING THE CITY CLERK TO INVITE BIDS FOR THE CONSTRUCTION
OF THE CARLSBAD COMMUNITY SWIM COMPLEX - CONTRACT NO. 1071
WHEREAS, the City Council of the City of Carlsbad has determined it is
necessary and in the public interest to construct the Carlsbad Community
Swim Complex; and
WHEREAS, plans and specifications for the furnishing of all labor, mater-
ial, tools, equipment, transportation and other expenses necessary or inci-
dental for said project, Contract No. 1071, have been prepared and are on file
in the Engineering Department of the City of Carlsbad and are incorporated by
reference herein;
NOW, THEREFORE, BE IT RESOLVED by the-City Council of the City of
Carlsbad as follows:

The City Clerk of the City of Carlsbad is hereby authorized and di-
rected to proceed to publish, in accordance with law, notice to contractors
inviting bids for the construction of the Carlsbad Community Swim Complex,
Contract No. 1071, in accordance with the plans and specifications hereinabove
ref erred to.
PASSED, APPROVED AND ADOPTED by the City Council of the City of Carlsbad,

The City of Carlsbad reserves the right to reject any or all such bids
and to waive any minor irregularity or informality in such bids,
The general prevailing rate of wages for each craft or type of work-
person needed to execute the contract shall be those as determined by the Director
of Industrical Relations pursuant to the State of California Labor Code, Part 7,
Chapter 1, Article 2, Sections 1770, 1773 and 1773.1.
Pursuant to Section 1773.2 of said Labor Code, a current copy of appli-
cable wage rates are on file in the Office of the City Clerk of the City of Carls-
bad,
It shall be mandatory upon the.contractor to whom the contract is
awarded to pay.not less than the said specified prevailing rates of wages to
all workpersons employed by him/her in the execution of the contract.
Also, the prime contractor shall be responsible to insure compliance
with provisions of Section 1777.5 of the California Labor Code of the State of
California for all occupations with apprenticeships as required on public works
projects above thirty thousand dollars ($30,000) or twenty (20) working days or
for specialty contractors not bidding for work through a general or Frinie con-
tractor involving more than two thousand .dollars ($2,000) or more than five (5)
working days.
The amount of the bond to be given for the faithful perforrnance of the
contract for said work shall be one hundred percent (l0OX) of the contract price
therefor, and an additional bond in the amount equal to fifty percent (SO%) of
the contract price for said work shall be given to secure the payment cf the claim
for any material or supplies furnished for the performance of the work contracted
to be done by the contractor for any work or labor of any kind done thereon.
Partial 2nd final payments on this contract shall be in accordance with
Section 9 of the 1979 edition of "Standard Specifications for Public Work Cox-
s t ruct ion. ''
The said work shall be constructed and completed within two hundred seventy (270) consecutive calendar days after the date of the notice to proceed.
The Contractor shall pay to the City of Carlsbad as liquidated daEages, and not as a penalt?, the sun] of One Hundred Seventy-Five Dollars ($175.00) for each day the work rcirains incomplete beyond the 270 consecutive calendar days period to complete the Droject and any unauthorized extension of time required to complete the work.

removed to dump vacuum water waste, if necessary; and a

contours of pool bottom and walls. Engine, pump, strainer,
and filter shall be mounted on a two-wheel, heavy-duty hand
cart with ten-inch pneumatic tires."

density polyethylene, ultraviolet stabilized 10 x 10 count
substrate per square inch laminated with 1.5 mil polyethylene

foam. Color shall be blue with white foam. Material shall
be 1/8 inch thick (+ or - lo%), weigh 1 02. per.square foot,
and have a 45 pound tear strength. Edges shall be rein-
forced and Pitted with a 3-inch vinyl flap specially weighted
to prevent wind lift. Cover panels shall be sized as fol-
lows:
seven 17' 3" by 75' panels
three 14' 4" by 92' panels
one 8' by 17' panel
Two model 300-18 storage reels shall be provided. Each shall
have three main winding tubes and seven casters, four of which
shall be fitted with tread lock brakes. The reels shall be
sized to accommodate the widest cover panel and be provided
with protective covers."
B. Section 138
1. Page 6 of 12, Subsection 13B.5.10, change to read, "Provide
one 380-gallon fiberglass slurry tank. Cover shall have
hinged access door and agitator mounting pad. Wingert model
B-3-TE-H/STS 60 rpm agitator shall be 1/2 hp and low rpm with 3 sets of impellers. Precision model 6402-21F feed pump
shall have maximum feed rate of 240 gallons per day and be
provided with automatic fresh water flush feature."

"5.18 Chemical Control System: An integrated electronics

system shall be furnished to continuously monitor
and control the pH level and chlorine residual of
swimming pool water. The system shall be a Model
No. 311BR as manufactured by Stranco.
5.18.1 The controller shall be provided in a wall-
mountable metal cabinet with baked enamel
f ini-sh with a key.-lockable, plexiglass win-
dowed door. Two-face panel meters shall con-
tinuously display pool water pH and chlorine
levels. Pool water shall not be permitted to
enter the cabinet in any way.
5.18.2 All electronics shall be contained on one
single, quick disconnect printed circuit
board coated with a material impervious to
moisture and atmspheric fumes containing
chlorine or acid in order to protect elec-
tronics against corrosive damage.

5.18.3. All sensing, control and output circuits
shall be protected.wi th resettable thermal
circuit breakers rather than fuses.
5.18.4 Controller outputs shall be off/on standard '
line voltage of not less than 10 amps for
control of pumps or solenoid-operated valves.
5.18.5 Controller shall be provided with audible and
visual high and low pH and high and low chlor-
ine alarms.
5.18.6 In the event of toss of sample stream flow,
controller shall place chemical feeders on
stand by.
Controllers shall disable the appropriate
feeder(s), energize audible and visual alarms
in the event of: (1) electrode failure,
(2) chemical feeder malfunction, and/or (3)
depletion of chemical supply.
5.15.7
5.18.8 An integral, self air-purging sensing chamber
with see-through cover, sensing electrodes and
corrosion proof flow switch shall be housed in
a separate, remotable cabinet. pH and chlorine
sensors shall not require recharging or refill-
ing with crystals.
5.18.9 Recorders: The system shall be provided with
two recorders, one for pH and one for chlorine
residual which shall be independent, identical
and quickly interthangable. They shall be
60-day dry chart recorders capable of record-
ing pH level and feed events and chlorine resi-
dual and feed events in frequency of occurrence,
time and duration.
5.18.10 Check out of final installation, start-up, cal i-
bration and instruction of operating personnel
shall be performed by an authorized representa-
tive of the manufacturer.
