SUBJECT: REVISION OF EQUIVALENT DWELLING UNITS REQUIRED BY MOTELS
STATEMENT OF 'THE MATTER
It has been pointed out to Engineering Staff that thecity Code does not distinguish between motel units with cooking facilities and those without for cal cul ati on of equi Val ent dwell i ng uni ts ( EDU) . the user charges for motels are based on 80% of a single family dwelling unit charge for the first ten units and 60% of the single family charge for units in excess of ten. agencies indicates that a distinction between motel units with cooking facilities and without is not uncommon. Staff proposes that motel units without cooking facilities be recognized as 0.6 EDU for each unit rather than a full EDU.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING TITLE ‘ 13, CHAPTER
13.08, OF THE CARLSBAD MUNICIPAL CODE BY THE
IWENDMENT OF SECTION 13.08.081(c) TO REVISE THE
NUMBER OF EQUIVALENT DWELLING UNITS REQUIRED BY
MOTELS
;LIAe City Council of the City of Carlsbad, California, does
ordain as follows:
SECTION 1: That Title 13, Chapter 13.08, Section 13.08.081
of the Carlsbad Municipal Code is amended by amendment of Subsec-
tion (e) (5) to read as follows:
“-(S) Each room of a lodging house, boarding house, hotel, motel or other multiple dwel-ling designed for sleeping accommoda- tions for one or more individuals
Without cooking facilities 0.60
With cooking facilities 1.00
, EFFECTIVE DATE: This ordinance shall be effective thirty
days after its adoption, and the City Clerk shall certify to the
adoption of this ordinance and cause it to be published at least
once in the Carlsbad Journal within fifteen days after its adop-
tion.

SUBJECT: EDU DETERMINATION FOR HOTELS/MOTELS
A quick survey of local agnecies indicated that most distinguish between motels/hotels with cooking facilities and those without. sewer service agencies were contracted: The following
Vista Sanitation District
San Dierro County
Oceanside
Vista considers a motel/hotel unit without cooking facilities as 2/3 or 0.66 of a unit with cooking facilities.
The County considers a motel/hotel
unit without cooking facilities as 0.6 of a unit with cooking facilities.
Oceanside considers a motel/hotel unit without cooking facilities as 0.2 of a unit with cooking facilities
San Marcos County Water District San Marcos does not distinguish between motel units with cookinrz facilities and " those without.
