State"!~nt of the Matter
The City of Carlsbad was granted $4,567 of. FY78-79 funds by the State of California for
anti-litter efforts.
The Carlsbad Boys and Girls Club was awarded a contract at $400 per month for the period
July-December 1979 to clear selected rights-of-way. Additionally, about $1,000 has been
expended for equipment and staff overtime. Approximately $1,200 remains from the previous
authorization and can be utilized to continue this program. Additional funds for FY79-80
have not yet been approved by the State; however, they will consider this action when the
legislature reconvenes.
Requests for bids were solicited from various civic groups in November for a contract to
cover litter removal efforts commencing in January 1980. The Carlsbad Boys anrj Girls Club
was once again the only organization to submit a bid for the work.
A report from the Director of Utilities & Maintenance is contained in Exhibit A.

MEMORANDUM
TO: City Manager

SUBJECT: Litter Cleanup -Continuation of Program Under SB650
79-221
The State of California allocated $4,567 from FY78-79 funds to support litter
control efforts in the City of Carlsbad. To date we have expended about $3,400 of
these funds ($2,400 to the Carlsbad Boys & Girls Club and $1,000 for equipment and
overtime to City personnel). The City may continue the program under this
authorization; however, FY79-80 funds have yet to be approved. Information
provided by the County of San Diego indicates that the legislature will consider
the matter when they reconvene in 1980 but that funds, if approved, would not
become available until about March.
The original contract was awarded to the Carlsbad Boys & Girls Club by Council on
July 17, 1979 for a six-month period (July-December 1979). The program has
reduced the litter in some cf our more critical areas and is considered to be
extreme·ry worthwhile. The Carlsbad Boys & Girls Club uses this program to provide
jobs to their members and supervises their work. The City I s Sanitation Inspector
(Dave Packer) pro vi des overa 11 supervision to this once-a-month cleaning effort.
I re-solicited community organizations on November 5, 1979 to see if any organiza-
tion wished to bid on the project commencing in January 1980. A letter of
invitation to submit bids and the mailing list is attached. The Carlsbad Boys &
Girls Club was the only organization to respond and has indicated that their bid
for the work would continue at $400 per month. Their response to the request for
bids is also attached.
State grant funds are not available to fully fund this project for the six-month
period requested in the proposal; however, we should be advised prior to the
expenditure of our previous allocdtion as to the amount of funds to be provided.
If no funds are provided it would be my recommendation to continue the program
and request that Council appropriate funds to cvver the shortfall ($i200-$1400).
Accordingly, the proposed contract is for three months only, with the opt,on to
extend pending availability of funds.
It is recommended that tile Carlsbad Boys & Girl=, Club be awarded the contract.

The City of Carlsbad is continuing a program (if state funding continues
to be available) to collect litter from selected City rights-of-way for
the period January-June 1980. It is the intent of the program to involve
concerned community groups in this effort by contracting with them for
this service. Funds to support the program are provided through the State
Litter Control, Recycling and Resource Recovery Grant Program.
This contractual arrangement appears to bear. ideal way to rid our rights-
of-way of the blight of litter while providing an opportunity for civic
groups to earn funds for their needed programs. The contract for services
will follow appropriate contract procedurri for the City of Carlsbad. A
sample contract is attached.
The rights-of-way will be picked up once a month on a Saturday (or other
. days can be scheduied if desired) between the hours of 8:00 a.m. and
3:30 p.m. The City will provide all necessary equipment, which•will be
picked up and returned to the City Yard. ·
The rights-of-way to be covered are as follows:
1. Palomar Airport Road -from El Camino Real east to the city limits
(Linda Vista lane). ·
2. Alga Road -Alicante to El Fuerte, including the median.
3. Coast Highway (Carlsbad Boulevard) from Palomar Airport Road to the
Batiquitos Bri~ge, including the median.
4. El Camino Real -Kelly Drfve to Marron Road, including the median
from Chestnut to Marron. ·
5. E~ Camino Real -south from Beckman entrance to end of industrial
area.
6. Cannon Road -Carlsbad Boulevard to east end.
7. Marron Road -El Camino Real to Avenida de Anita.
8. Chestnut -Monroe to El Ca1:iino Real.

9. Poinsettia Lane -Avenida Encinas to Batiquitos Lane.
The contract for services for one or more of the listed areas will be awarded
to the low bidder.. Payments will be made monthly only upon faithful
perfonnance. Rights-of-ways will be inspected by City personnel prior to payment.
The following safety rules will be follows:
1. "Work Area" signs viil l be posted prior to' commencement of clearing · (provided by City}. .
2. Orange vests will be worn by all personnel {provided by City).
3. One side of the road to be cleared at a time.• This will discourage crossing the road.
4. Litter to be placed in plastic bags {provided by City) and disposed of at a place to be designated.
5. One adult for four juveniles assigned to the work crew.
Organization will be required to provide their own insurance and a certifi-
cate (letter) naming the City as an ,additional insured party.

Bids should be submitted no later than 5:00 p.m. November 30, 1979 to the City Clerk, 1200 Elm Avenue.

WHEREAS, the City Council of the City of Carl.~bad. California does
hereby resolve as follows:
1. That an agreement between the City of Carlsbad and the Carlsbad
Boys and Girls Club for services relative to removal of litter. from City
rights-of-way, a copy of which is attached hereto, marked Exhibit "A" and made'
