SUBJECT: SIXTH YEAR HCD BLOCK GRANT APPLICATION
STATEMENT OF THE MATTER
At its meeting of August 21, 1979, the City Council took action
noticing the County of San Diego that it desired to participate
in the Urban County's Sixth Year Block Grant application. At
that time staff advised Council that all proposals for funding would
be analyzed and recommended program of funding presented for
consideration.
Staff has completed its analysis and arrived at a recommendation.
The analysis process is detailed in the attached memo from the
Director of Housing & Redevelopment dated December 6, 1979.

SIXTH YEAR BLOCK GRANT
Director
At its meeting of August 21, 1979, the City Council took
action notifying the County of San Diego, that it desired
to participate in the Urban County's HCD Block Grant Application.
As required under HUD regulations, a public meeting was
subsequently held on September 19, 1979, soliciting citizen
imput on proposals for funding under the Block Grant program.
Staff received a number of proposals for funding under the
Sixth Year Block Grant program, which were passed along to
Council as information items at their meeting of November
6, 1979. At that time Council was notified that these
proposals were to be analyzed and presented for consideration
at a public hearing. It is the purpose of this memo to explain
the analysis process and the rationale for arriving at the
staff recommendation.
NEIGHBORHOOD REVITALIZATION AREA
The area designated as eligible to receive funding from this
program is Federal Census Tract 179, and is shown on
attachment "A".
It appears that this area in all probability is the only
tract in the City with demographi.: data capable of supporting
an application. In addition, the City's recent effort to
bring about stabilization and revitalization in the area
strongly suggests a locally identified need for grant related
activities.
PAST ACTIVITY
Briefly, the City's first five year's funding has been
allocated to the inner-city area. Sidewalk and wheelchair
ramp construction; work on Harding Street Community Center;
Mc Gee House restoration; residential rehabilitation program;
Public Parking Lot and

DISCUSSION
Attachment "B" sets forth the general type projects received
and previously presented to Council. A review of HUD
regulations indicated that proposals located outside of the
target area are ineligible for funding.
Furthermore, several of the proposals received are funded
under previous year's funding. These proposals are as
follows.
Housing Development.
Residential Rehabilitation
Public Improvements
Economic Development
ANALYSIS
The Sixth Year Block Grant program may be the last year
funded by HUD. At this time, the Federal Government has not
yet appropriated funds for years seven through ten.
Correspondence with County staff has indicated that it
may be advisable to recommend programs in the Sixth Year,
which will terminate previously -.funded projects or projects
that can be completed under one years funding.
RECOMMENDED SIXTH YEAR PROGRAM.
The projects recommended to be forwarded to the County for
funding in the Sixth Year are either extensions of yet -to -be
implemented fifth year Village Area Improvements or projects
which can be completed under sixth year's funding.

MR. HENTHORN, opened the meeting stating that the purpose of
the meet ng was to solicit input on the City's Block Grant
Application as provided under the Housing and Community
Development Act of 1974.

An overview of the content of these letters is presented below.
The actual correspondence is available for public inspection
at City Hall, 1200 Elm Avenue, Carlsbad, CA.
One proposal consisting of items A through P including
acquisition of real estate, parking facilities, sewer facilities,
pedestrian malls, walkways, prime prevention and drug abuse,
additional police protection, code enforcement, acknowledgement
of development activities, funding of architectural fees to get
property to meet community development program. Second proposal
items 1 through 9 included pedestrian crossing lines on Grand
Avenue'between Carlsbad by the Sea and the health facility,
extension of sidewalk by the south door of Carlsbad by the Sea
in the direction of the ocean, other miscellaneous sidewalk
-improvements, crossing lines, games of shuffle board horse
shoes on Magee property, sidewalk near Post Office, sidewalk
on Grand and Elm on Madison, and Grand from Roosevelt to
Jefferson. Proposal to fund 66' storm drain in the general
vicinity of State Street, including 3 letters of refusal of
funding, one each from the United States Department of
Agriculture, Department of the Army, and Department of the
Interior Bureau of Reclamation. One proposal for development
of neighborhood parks and recreation facilities, one proposal
for grading.and paving of an alley between the last block of
Roosevelt and Madison, 8600 square feet of two inch, one half
inch asphalt.
It was noted that all proposals would undergo review in the
next 30 days and recommendation would be provided to proposal
proponents.
'MR:'HENTHORN, gave a brief status report on the first five
years OT the Block Grant Program and opened the meeting for
input from the general public.
MRS.'THELMA HAYES, 580 Laguna Drive, Carlsbad, indicated that
the proposal she was presenting was her own although she
serves as a member of the Housing Commission and the Village
Redevelopment Project Area Committee.
A map was presented showing areas in the "downtown" area
lacking sidewalk.
She urged allocation of funding for a comprehensive pedestrian
circulation plan incorporating east/west break through between
Grand and Laguna and some type of "voluntary" sidewalk
construction program for property owners desiring to construct
walkways for the general public across areas currently not
dedicated to public purpose. In addition the need for
wheelchair ramps at alley intersections was noted.
There being no further public input the meeting was closed
at 7:40 P.M.

The attached map shows the general location of Block Grant
funded projects by year for years four through six.
Projects currently being implemented as a part of the .
fourth year program are as follows.

WHEREAS, the City Council of the City of Carlsbad,
on December 7, 1979, considered the City's Sixth Year Block
Grant application; and
41HEREAS, the City Council has taken all testimony
into account.
NOW, T,IEREFORE BE IT RESOLVED that the program of
funding outlined in Exhibit "A" attached hereto and incorporated
herein as though fully set forth is hereby approved.
BE IT FURTHER RESOLVED that the City Manager is hereby
directed to forward the program outlined herein to the County
of San Diego for inclusion in the Sixth Year Urban County
Block Grant application.

Recommended Sixth'Year Program is as follows:
1. Phase II construction of village Streetscape Plan.
This will be a continuation of a Fift- dear program
that will concentrate on the construction and implem-
tation of the Streetscape plan along with its street
amenities. Included in Phase II will be the construction
of sidewalk, curb and gutter, (alley improvements,
street furnishings landscaping, administrative and
contegenies costs.
Cost Estimate, Phase II Streetscapes $122,600
2. Alley paving.
Repave an alley located south of Chestnut Street
between Madison Streets and Roosevelt Street
approximately 9000 sq.feet of 2 filches of AC
Cost estimate, Alley Paving. $6400
3. Housing Development Fund
Where appropriate, housing development funds will be
utilized in a program of land writedown, site improvemtnts,
assumption of pre -development costs, and other methods
to stimulate private development of housing for low -
come person.
