A recent review of the remaining Boards, Commissions and Cormnittees has been c omp 1 et ed . \ As a result of this review, it is recommended that the following additional committees be disbanded due to inactivity: The Water Committee Mayor' s Student Committee Exhibits A. A copy of Resolution No. 3424, establishing the Water Committee; B. A copy of Resolution No. 1816, establishing the Mayor's Student .. Committee C. Resolution No. 602 6 Recomnendation Adopt Resolution No. 6 0,g 6, disbanding certain committees : Committee and (2) Mayor s Student Committee. (1) Water Council Action: 12-18-79 Council continued the matter to the meeting of January 2, 1980. 1-2-80 Council directed that the item be filed. I :I 2 3424 _____ 27ESOLUTION NO. or CARLSBAD, CALIFORIJIA, CREATING AND EsT'nCLIsIi rw TIIE WATER Cor-uuTTm _I__- I_-___ __ - - - --- iIIIEKEAS, the City Council has expressed a desire to obtain community input concerning major capital expansions of the City Water System including such subjects as: a) The planning of a long range major capital expansion program for the City's Water System. b) The acquisition of lands, properties, and materials required to implement a major expansion of the City's Water Sys tern. c) The establishment of rates, the sale of bonds or property or any other steps necessary to finance major elements of the long-range capital expansion of the City's Water System. WHEREAS, a Water Committee composed of private individuals can provide such input. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Carlsbad, California, as follows: 1. The Water Committee of the City is established. 2. The Water Committee shall be advisory to the City Council and its members shall be selected on the basis of their ability to constructively advise on the planning and financing of a program for major capital expansions of the City's Water Service. 3. The Water Committee shall have the duty to make recommend- ations to the City Council and to advise the City Council on such matters as the Council may from time to time refer to the Committee. 4. The Water Committee shall consist of five (5) private individuals of the City. 5. Private individuals on the Committee and their successors shall be appointed and nay be removed by the Mayor with the consent. of the City Council. The term of office of the Chair- man shall be for a period of one year. The Chairman may succeed himself in office. Unexcused absence of a Committee member from three (3) successive regularly scheduled meetings in any one twelve month period shall constitute vacation of that office. Appointment to a vacant seat on the Committee shall be for the remainder of the the opinion of staff with concurrence an extra meeting is required or there matter to warrant a regularly schedul term of that office. 6. The Water Committee shall meet every other month at a time and place to be arranged by City staff. Robert's rules of order shall govern the conduct of the Water Committee meetings. If, in of the Committee Chairman is insufficient subject d meeting of the Committee, an extra meeting may be scheduled upon 24 hour notice to Committee members or a regularly scheduled meeting may be cancelled and such extra meeting shall not count in a member's attendance record, nor shall a cancelled meeting be counted as an absence for any memhcr. / 7. Reports of meetings shall be sent to the City Council and City Manager. of major elements of the capital expansion program shall be forwarded to the City Council at the times specified by the Council in their referral to the Committee. Special reports on the programming or financing 8. The City staff liaison person shall serve as Secretary to the Committee and shall be responsible for the recordation and distribution of minutes and special reports. 9. A City Councilman, the City Manager, Public Works Adminis- trator, and Utilities Director shall be ex-officio members of the Water Committee. at the discretion of the City Manager. The Water Committee shall act as such without any compensation. The City Council of the City of Carlsbad hereby resolves as follows: 1. 2. 3. 4. 5. There is hereby created and established for the City of Carlsbad a Mayor's Student Committee. Members of said Committee shall serve for a period of one year from and after the date of their appointment and until their successors are appointed. The first members of said Committee are as stated on Exhibit A, attached hereto and by this reference incorporate herein. Said Committee shall meet on the first Monday of each month at the hour of 7:OO P.M. at the City Coun-cil Chambers of the City of Carlsbad. The function of said Committee shall be to make recommenda- tions to the Mayor and City Council regarding matters and views of general interest to the student citizens of the City of Carlsbad. PASSED, APPROVED, AND ADOPTED by said City Council of the City of Carlsbad this 5th day of January, 1971, by the following vote, to-wi t: AYES: Cmn. Dunne, rlcComas, Sardine, Castro and Lewis.
