Staff is now requesting further continuance to the February . 5, 1980, meeting. The reason for the continuance is explained in the attached memorandum from the Planning Director dated December 27, 1979. Council Action: 1-2-80 Council continued the matter to the meeting.of February 5, 19 . e e MEMORANDUM DATE : December 27, 1979 TO : Wayne Dernetz, City Manager FROM: James Hagaman, Planning Director JC/~ SUBJECT : Zone Change and Master Plan Amendment (ZC-206/MP-l49(D), La Costa Land Company REFERENCE: Agenda Bill Nos: 6094 & 6095 These applications are for property in the northeast La Costa area, which is served by the San Marcos County Water District for both water and sewer service. We have been processing these applications based on the City Council findings that sewer service will be available concurrent with need. However, these two items were continued at the City Council meeting of December 4, 1979, to the January 2, 1980 meeting to allow staff to prepare report and recommendation reflectin5 sewer availability, ~ San Marcos County Water District provided a letter dated August 17, 1979, of this sewer availability. They did this in the anticipation that all permits, including the appli- cations for a change of zone and precise development plan for the sewer plant expansion would be approved. These applications for the sewer plant (PDP-3 & ZC-207) are schedulc for the January 15, 1980, City Council meeting. For the City Council to make a finding that sewer service is available for the subject applications, the sewer plant would first have to be approved. For this reason staff is requesting continuance of the subject applications to February 5, In addition there are other reasons this item needs to be continuec?. agreement ensuring public facilities. When orighally reviewing the environmental assessment for these projects, staff felt the environmental regulations were met by t'ne EIR, (prior compliance). Staff is working on these issues, but is not able to adequately discuss these matters at this time.
