ANALYSIS OF USE OF CITY-OWNED SITES
STATEMENT OF THE MATTER
At the meeting of November 6, 1979 Council instructed staff to analyze existing Ci
owned facilities in the downtown area to the end of finding office space for the Hc
and Redevelopment Commission staff.

RECOMMENDATION
That the City Council authorize the relocation of the Senior Citizens from the Har
Street Community Center to the Magee House and authorize the relocation of Housing
Redevelopment to the Harding Street community Center.
Additionally, Council should direct that wcupancy agreements out1 ining terms and
ditions of occupancy for the Carlsbad Senior Citizens ,and Carlsbad tlousing and Red
opment Commission be returned for approval within 30 d,jys of its January 15, 1980.

SUBJECT: OFFICE SPACE - USE ANALYSIS OF CITY-OWNED SITES
The City Council, during discussion at their Noverrber 6, 1979 meeting concerning
space needs of the Housing and Redevelopment operations, instructed staff to ana the existing and potential uses of City-owned facilities in the general downtown
area towards the end of providing space for Housing ,3nd Redevelopment. The spac
included in the analysis were the Kruger House, the IGreenwood House, Chase Field
Magee Park and the Harding Street Community Center.

staff, met on a number of occasions to review findings and discuss alternatives.

report that the Kruger House and the Greenwood House are not recommended for Hou

The use of Chase Field is not recommended because of the expense of site preparz

Present plans call for the Parks & Recreation Department to share the Harding St
Community Center with the Senior Citizens group and the Magee facilities with tt
Historical Society. Since it can be assumed that the Council will keep its comn
ment to the Senior Citizens and the Historical Soc:iety, it would be necessary tc
place Parks & Recreation from one of the facilities if we were to house Housing
Redevelopment.
Regardless of the use of the office building, the balance of the Harding Street
munity Center will have numerous functions and programs that must be administerc

site, some of their future programs could not be accommodated at the Harding St1
site due to grant restrictions. These programs could be accommodated at the Ma!

tive staff indicates their support of the relocation to Magee Park with the assul
tion that the City will pay their moving costs.
SUMMARY
Of the five sites analyzed, the Kruger House, the Greenwood House and the Chase
site should be ruled out as being either inappropriate sites, too expensive to c
or too disruptive of present programs. The Harding Street Community Center and .
Magee Park sites could adequately house all functions if the Parks and Recreatior
were reduced and consolidated to the Harding Street :,ite and if the Senior Citizt
were to be relocated to the Magee Park site. It appears that all three groups a!
to this arrangement. The costs of this alternative are minimal involving only tl
relocation of the Senior Citizens offices and such minor utility modifications ai

RECOMMENDATION
Therefore, it is staff's recommendation that the City Council authorize the reloc
of the Senior Citizens from the Harding Street Comrnunity Center to the Magee Hous
and authorize the relocation of Housing and Redevelopment to the Harding Street C
muni ty Center.
Additionally, Council should direct that occupancy agreements out1 ining terms and

Council Action:
1-21-80 Council approved the above recommendation with the proviso that staff and the Sr. Citizen's Association work out a contract bef February 1, and that the City take on the responsibility of moving their furniture and supplies to Magee House.
