Statement of the Matter

At the March 20, 1979 City Council meeting, Resolution No. 5715 was adopted
accepting the Library Master Plan Report (update), subject to the concerns
expressed in the minutes of the February 13, 1979 study session.
The Library Board of Trustees at its December 19, 1979 meeting voted to
recommend that a task force be appointed to facilitate the preliminary decisions
which' the Council must make concerning site selection, selection of architects,
a
and methods of financing a Central. Library. (page 97 - Moving Ahead: Master
Plan No. TT).. •It'.is recommended that the task force as appointed by the Council
I be comprised of -seven members with one representative.each from the Library
staff, the Library Board, the City Council, and the City Administration; two
members of the general public, one each from the northern and southern portions
of the City; and one member -at -large as.selected by the Mayor.

Recommendation
If Council looks with favor on -the recpmmendations of the Library Board of
Trustees to establish the task force', instruct staff to take the necessary
• steps to implement such a committee.

The Library Board of Trustees respectfully requests the City
Council to appoint a task force to facilitate the preliminary
decisions which the Council must make concerning site selection,
selection of architects, and methods of financing a Central
Library. (page 97, Moving Ahead: Master Plan No. II)
It is hoped that the full implementation will lead to an
expedited consideration and resolution.
