STATEMENT OF THE MATTER
The Planning Department is currently faced with a number of signific
and complex projects which need immediate attention. The department additionally has had difficulty maintaining a full staff for any extended periods of time.
In seeking solutions to proceding in a timely manner on a project, i.e. La Costa Master Plan, we found availability of specific knowled and personal skills available in private consulting firms. Since th skills are highly specialized and not commonly available we wish to
enter competitive negotiations with consulting firms as provided in
Section 3.28.40 of the Municipal Code.

SUBJECT; LA COSTA AND CARRILLO MASTER PLAN AMENDMENTS
The Planning Department currently has the following major
projects being considered in our Advanced Planning Coastal

Planning LCP section. Currently, two professional planners
are in the advanced planning LCP section with two additional planners recently hired. We are interviewing for the new principal planner position at this time. While our new people are immediately assigned to the programs listed above, realis- tically the experienced individual usually requires at least six months to reach the minimum performance level required

time which has affected our ability to handle the number of
projects we would have desired. These projects are highly important for the City to accomplish as well as challenging to
the staff.
Recognizing the importance and complexity of developing a
growth management process €or the City, planners in Advanced Planning have been assigned to concentrate on the Growth Management Program. In so doing, we recognize that other pro-
jects must also continue forward on a timely basis. Therefore,
we have been actively seeking methods to assist the department
in moving forward on the various projects previously listed.
Previous contacts with the parties representing both La Costa
and Carrillo have indicated a desire to expedite and maintain reasonable time schedules, including the depositing of a sum
of money with the City in a special account for consultant
assistance to guarantee progress. Mr. Woodward also reiterated
such an offer during the Council meeting of October 16, 1979,
when Council was considering amendment of the planning mora-
torium to allow updating of the master plans to conform to our ordinances.
In consideration of possible alternatives to our situation, the Planning Department received a proposal from a private planning firm to act as advisor to the City in the processing of both the La Costa and the Carrillo Master Plans. The proposals certainly highlight an opportunity for the City to proceed expeditiously on both these master plans while still maintaining OUT growth management project. The knowledge and
experience to process a master plan from the initial stages of an application to the final product may be available in
other planning firms; however, the process of seeking proposal
from outside consultants on these projects would delay the
processing of the master plans. maintaining our ongoing master plan revisions for La Costa, we are recommending that the City Council authorize the staff to seek the particular knowledge and skills currently available in the market place and to negotiate a contract with a consulti
firm to provide specific advice, analysis and work products to

The Carlsbad Municipal Code Section 3.28.140 Competitive
Negotiations provides the proper vehicle to accomplish this end. The code indicates that the City Council may authorize the purchase of highly technical services by competitive negotiations when the service involves a specialized know-
ledge or personal skills. In this instance a consulting firm
has specific knowledge and skill in the city's master planning
processes and specific knowledge of a particular master plan
that is being revised, i?e. the La Costa Master Plan, could be
retained to assist City staff in completing this very important process.
RECOMMENDATION
City Council authorize Planning Department to secure an agree-
