SUCJECT: TRAFFIC SIGNALS AND STREET LIGHTING AT ELM AVENUE AND PI0 PIC0 DRIVE - CONTRACT NO. 1076
STATEMENT OF THE MATTER
There is a need for the installation of traffic signals and the modificati-on of street lighting at the intersection of Elm Avenue and Pi0 Pic0 Drive due to the recent completion of the freeway offramp signalization by the State.
The City Council approved $55,000 from Gas Tax Funds in Continuing Appropriations for Fiscal Year 1979-80. This amount approximates the engineer's estimate.
If City Council approves, the plans and specifications and authorizes advertisement for bids at this time, the c.ontract could be awarded in March, 1980, construction could be started in June 1980 (this allows contractor up to 90 days for material and controller fabrication, testing and delivery), and construction completed in August , 1980.
At their meeting of January 3, 1980, the Council delayed authorizing the bids for signals at this intersection pending a report on the Tamarack and El Camino Real signal project and assurances that funds are available for the Elm and Roosevelt signal. The Tamarack and El Camino Real Project status report appears on the agenda as a separate item. The Elm and Roosevelt signal project has $50,000 set aside from Revenue Sharing Funds and is awaiting implementation until the downtown plan is finalized.

WHEREAS, the City Council of +he City of Carlsbad has determined it is
necessary and in the pub1 ic ir1teres.t to accompl ish -the instal lation of -i-rafFi.c
signais an3 street lighting at the intersection of Elm Avenue and Pio Pic0
Drive; and
WHEREAS, plans and specifications for the furnishing of all labor, mater-
ial, tools, equipment, transportation and other expenses necessary or inci-
dental for said project, Contract No. 1076, have been prepared and are on fi le
in the Ens i neeri ng Department and are incorporated by reference herei n;
NOW, THEREFORE, BE IT RESOLVED by fhe'City Counci I of the City of Carls-
bad as follows:
1. The above recitations are true and correct.
2. The plans and specifications as presented are hereby apprcved.
3. The City Clerk of the City of Carlsbad is hereby authoi-izd ,132 di-
rected to proceed to pub I ish, in accordance with law, notice to rr-tl-i-raclors in-
viting bids for installation of traffic signals and street lighting at Elm
Avenue and Pi0 Pic0 Drive, Contract No. 1076, in accordance with the plans
and specifications hereinabove referred to.
