SUBJECT: REQUEST FOR ALLOCATION OF SEWER CAPACITY FROM THE COUNCIL RESERVE. - PEA SOUP ANDERSEN'S STATEMENT OF THE MATTER The Council has 241.27 EDU's remaining in reserve from the 300 permits they originally set aside. PEA SOUP ANDERSEN'S has requested 180 EDUs from this reserve. The Council has indicated that the EDUs held in reserve are to be utilized to benefit the community. C, ., r\ J January 18, 1980 Honorable Mayor and City Council Members c/o Frank Aleshire, City Manager City of Carlsbad 1200 Elm Avenue Carlsbad, California 92008 RE: SEWER APPLICATION FOR PEA SOUP ANDERSEN'S Gentlemen and Ms. Casler: Please accept this letter as our formal request to be considered for sewer allocation on the City Council Agenda of February 5, 1980 for the Pea Soup Andersen's development in Carlsbad. This request is made on behalf of Pea Soup Andersen's who is attempting to develop a twelve (12) acre complex at the northeast corner of 1-5 and Palomar Airport Road. Since we were unable to comply with the criteria setforth in the second phase sewer allocation, we respectfully request that our requirement for 180 EDU's be considered under the City Council's discretionary category. It is our understanding that the City Council meeting of February 5, will consider such requests and we believe that the planned Andersen's project consisting of the Pea Soup Restaurant including a banquet room, country store and bake shop, the Danish Inn Gourmet Restaurant, the 100 room motel complex and the service center will be an attractive development for the City of Carlsbad. The tremendous tourist business and sales tax revenue will be of great benefit to the City. The president and chief financial officer of Andersen's will be available at the February 5 council meeting to make a presentation and answer any questions for the Council. Thank you very much for your cooperation and assistance in this matter. Evans, President Pea Soup Andersen's MEMORANDUM TO: City Manager FROM: City Engineer DATE: January 25, 1980 SUBJECT: REQUEST FOR ALLOCATION OF SEWER CAPACITY FROM THE COUNCIL RESERVE By memorandum of August 28, 1979, the Sewer Committee recommended to the City Council that 1000 EDUs of the 1300 EDUs available be allocated and the remaining 300 EDUs be held in reserve. The Council adopted a process for allocating 1000 EDUs on September 18, 1979. On November 20, 1979, Oak Communications requested and was granted 55 EDUs from the Council reserve. On January 2, 1980, the Council approved the allocation of 3.73 EDUs to the Aguaculture Farm on the Agua Hedionda Lagoon. The Council has received a request for sewer allocation from the remaining reserve from PEA SOUP ANDERSEN'S. Pea Soup Andersen's unsuccessfully applied for 212 EDUs (Application C-19) under the Phase II Allocation System. They intend to build a restaurant and motel complex at the intersection of 1-5 and Palomar Airport Road which will require 180 EDUs. The development has the potential of bringing significant tax revenues and employment opportunities to the City. This 12 acre complex will be a great assett to the community of Carlsbad in serving a need for a complete motel facility on Interstate 5, as well as a great Visitor/Tourist attraction.
