SUBJECT: SEWER CAPACITY, ENCINA WPCF
Attached for your information is a tabulation of sewage flows for
the calendar year 1979. This tabulation shows the average flows
for each month and the year, December, 1978 (NOTE: the average
daily flow for the year is the recognized official flow for many
purposes). To assist you in comparing actual flows with legal
capacities, we have noted the latter in the lower right hand
corner. These legal capacities do not include the 75,000 gallons
per day leased from Encinitas.
It should be noted that the San Marcos average flow for the year
exceeds their legal capacity by 110,000 gallons per day after
deducting 75,000 gallons/day leased from Encinitas. That fact
was pointed out at the last JAC meeting on January 23, 1980.
Carlsbad's annual flow is within its legal limit; however, we have
requested the manager to check the flow meter at the plant to
ensure that the excessively high flows recorded for the last six
months are accurate.
When considering actual flows prior to calendar year 1979, we must
remember that Encina had some difficulties with the accuracy of the
plant flow meter. Hopefully, the validity of flow measurements by
the plant has been reestablished for the calendar year just past.
Even though the flow meter has been suspect, the average flows for
Carlsbad for the past couple of years may be useful. They are as
follows: 1977 - 2.5 MGD; 1978 - 2.955 MGD. In 1977 we added 2,067
equivalent dwelling units; in 1978 a total of 583; and in 1979 only
33 EDU's. The effects of the moratorium are evident.
We have informed you recently, that interest in the long-sought
rerating to 16 MGD has been reawakened since the plant's digesters
were overhauled and the odor problems were brought under control.
At the last meeting the general manager advised that with the
installation of the leased sludge dewatering facility, we could
proceed with the rerating on May 1, 1980. However, the undersigned
suggested Brown and Caldwell reexamine their 1974 rerating report
and ensure that all of the plant improvements recommended in that
report have been taken care of. While we desperately need the
additional sewage capacity, we must also take all precautions
practical to ensure we do not create conditions that would bring
back the foul odors of last year.

Based on Carlsbad's official daily flow and assuming the ongoing
check of the flow meter discloses no erratic characteristics, we
believe we have enough remaining capacity at Encina to justify
another allocation of sewer capacity. Accordingly, we recommend
Council direct staff to investigate and report by February 15,
1980. If the rerating of Encina's capacity proceeds on May 1,
your representatives to the JAC will furnish additional recom-
mendations at the appropriate time.
