SUBJECT: WATERLINE IMPROVEMENTS IN CYPRESS AVENUE, GARFIELD STREET, BEECH
AVENUE, PALM AVENUE AND ALDER AVENUE EASEMENT - CONTRACT NO. 1070 -.
STATEMENT OF THE MATTER
On January 2, 1980, the City Council approved plans and specifications and authorized
the City Clerk to invite bids for waterline improvements at various locations, Contract
1070. Seven bids were received on February 6, 1980 and are shown on the attached Bid
Summary .
The low bid was submitted by John A. Hedeen Construction in the amount of $65,920.
Budgeted funds in the amount of $68,140 are allocated for the project in the Water-
1 i ne Improvements Fund, Account No. 51 -244-3093) .
A minor informality in the bidding process should be waived by the Council in accepting
the bids for this project. The contractor failed to acknowledge receipt of addenda for
the bidding process; however, a letter is attached as an exhibit indicating that the
contractor is willing to stand by the bid. It should be noted that informallties of
this nature are not uncommon in the bidding process and may be waived by CouEcil in the
interest of the City.

RECOMMENDATION
That Council waive the informality in the bidding process and adopt Resolution No.@g5

RESOLUTION NO. 6085
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, ACCEPTING BIDS AND AUTHORIZING THE EXECUTION
IMPROVEMENTS AT VARIOUS LOCATIONS
OF CONTRACT NO. 1070 FOR THE CONSTRUCTION OF WATERLINE -
WHEREAS, bids have been received by the City of Carlsbad for the con-
struction of waterline improvements at various locations, Contract No. 1070; an1
WHEREAS, the low bid received for this contract was submitted by John A.
Hedeen Construction Co. in the amount of $65,920; and
WHEREAS, funds are available in Account No. 51-244-3093 for this project;
NOW, THEREFORE, BE IT RESOLVED by.the City Council of the City of Carls-
bad as follows:
1. The above recitations are true and correct.
2. The bid of $65,920 by John A. H'edeen Construction Co. for Contract
No. 1070, construction of waterline improvements at various locations, is
hereby accepted and the Mayor and City Clerk are hereby authorized to execute
a contract therefor.
PASSED, APPROVED AND ADOPTED by the City'Council of the City of Carlsbad
at a regular meeting held the 19tt#ay of Febru ary , 1980, by the follow-
ing vote, to wit:
