Atty DEPARTMENT: Public Works ' C- M9r- / SUBJECT: THIRTEENTH SUPPLEMENT TO BASIC AGREEMENT ENCINA WATER POLLUTION CONTROL FACILITY * STATEMENT OF THE MATTER The Vista Sanitation District and the Ctty of Oceanside each desire to provide sewage treatment service to land within the service area of the other agency but more readily served by themselves. Approval of the agreement would allow land within the city limits of Oceanside to flow into the Vista-Carlsbad trunk line and be treated, as part of Vista's flow, at Encina. The northwest part of Vista would be served by the City of Oceanside probably at 'their San Luis Rey plant. The Basic Agreement for the Encina Joint Powers requires that modification of service area boundaries, such as is proposed, be approved by all member agencies. The proposal makes good engineering sense and Is energy efficient in that it eliminates the expense and nuisance of pump stations. It1 will have no effect on other JAC members in that all flows will be credited to the Vista Sanitation District. It is recommended that the City Council approve the exchange. ••; EXHIBITS 1.
