SUBJECT: RECOATING ELLERY RESERVOIR
C0NTRACT•NO. 1078
STATEMENT OF THE MATTER
Bids for recoating Ellery Reservoir were opened by the City Clerk at
4:00 p.m. on March 6, 1980. Six bids were received and are shown on the
attached Bid Summary.
The low bid was submitted by Pateras Painting of Santa Ana in the amount
of $42,800. This bid is almost 12% under the engineer's estimate of
$48,500.. Woodside/Kubota $ Associates, consultants on this project,
recommend that the contract be awarded to Pateras Painting.
Funds for this project are budgeted in the Plater Fund, account number
51, 244-39,70.

Dear Mr. Greer:
This office has made an evaluation of the background and the experience
of the apparent low bidder, Pateras Painting of Santa Ana, California,
for the subject construction project.
We have made contacts with three specific job references wherein the
conduct of the contractor from the standpoint of responsibility,
experience, and skill could be assessed. In addition we have discussed
the project with the apparent low bidder, so that there is a clear
k understanding as to the conduct of the project and the vigorous re-
quirements of the specifications for timely completion of the project.
As an overall summary of the responses that we have to our various
inquiries, Pateras Painting has recently become a contractor performing
if the work as set forth in the subject contract and the specific projects
+ that have been worked on involved water reservoirs of smaller sizes.
{ From the standpoint of performance, the several references have indicated
a satisfactory level of work.
On the basis of the information that we have obtained, evaluation of
�! the several references, and our discussions and understandings with
r, tt)e Engineering Department staff regardinc the policy guidelines for
the determination of a responsible bidder, we recommend to you that
! the contract be awarded to Pateras Painting pursuant to the bid that

RESOLUTION No. 6120
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, ACCEPTING BIDS AND AUTHORIZING THE EXECUTION
OF CONTRACT NO. 1078 FOR RECOATING ELLERY RESERVOIR
WHEREAS, bids have been received by the City of Carlsbad for recoating
Ellery Reservoir, Contract No. 1078; and
WHEREAS, the low bid received for this construction was submitted by
Patera,- ., ing of Santa Ana in the amount of $42,800; and
WHEREAS, funds in the amount of $48,500 are available in Account No.
51-244-3970 for this project;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carls-
bad as follows:
1. The above recitations are true and correct.
2. The bid of $42,800 by Pateras Painting of Santa Ana for Contract No.
1078 for recoating of Ellery Reservoir is hereby accepted, and the Mayor and
City Clerk are hereby authorized to execute a contract therefor.
PASSED, APPROVED AND ADOPTED at a regular meeting of the City Council of
the City of Carlsbad held the 18th day of March 1980, by -the fol-
lowing vote, to wit:
