AMENDING THE MISCELLANEOUS EMPLOYEE CLASSIFICATION AND SALARY
RANGE SCHEDULE
Statement of the Natter
The recently adopted Classification Plan inadvertently omitted a description
for what was known as a Water System. Mechanical Maintenanceman. This
position was approved in the 1979-1980 budget in the Water Division of the
Utilities and Maintenance Department. Due to the fact that further
analysis was needed the position still is vacant.
Further analysis did, in fact, reveal this position was overlooked when
the Classification Blan was prepared. In order to follow the format
of the Classification Plan, a position bearing the title of UTILITY
SYSTEMS OPERATOR II is proposed. This position would replace the vacant
Water System Mechanical Maintenanceman. See Attachment A for job
description. To further follow the format of the Classification Plan
it is also recommended that the title of UTILITY SYSTEMS OPERATOR III
be established. This position is currently filled under the title of
Utility Pump Operator. The duties and skill levels will remain the "same,
however, this new title will more readily fit into.the Classification Plan.
Furthermore this arrangement will provide an excellent career ladder
within this series, as diagrammed.

Salary for UTILITY SYSTEMS OPERATOR III will remain at the current range
of 29.

Staff recommendations
Staff recommends adoption of the new title and description of UTILITY
SYSTEMS OPERATOR II and III -to the Classification Plan. Staff further
recommends that the salary ranges for the two positions be as follows:
UTILITY SYSTa1S OPERATOR II --Salary Mange 27, UTILITY SYSTEMS OPERATOR III --
Salary Range 29.

A RESOLUTIO`x OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, AMENDING
THE CLASSIFICATION AND SALARY PLAN OF THE
CITY TO INCLUDE THE CLASSIFICATIONS OF
UTILITY SYSTEMS OPERATOR II AND III.
WHEREAS, the City Manager recommends and the City Council
concurs, that the classifications of UTILITY SYSTEMS OPERATOR II
and UTILITIES SYSTEMS OPERATOR III should be included in the
city's Classification and Salary Plan;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, as follows:
I. That the above recitations are true and correct.
2. That the City Council authorizes and directs the City
Manager to add the classification of UTILITY SYSTEMS-OPERATOR.II
and UTILITY SYSTEMS OPERATOR III as described in Attachment A,
attached hereto and made a part thereof;
3. That the City Council authorizes and directs the City
Manager to add the titles of UTILITY SYSTEMS OPERATOR II and
UTILITY SYSTEMS OPERATOR III to the appropriate city Salary Plan
Ids shown on Attachment B, attached hereto and made a part thereos.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the
Carlsbad City Council held on the .181h day of _ MarCil 1980.,

UTILITY SYSTEMS OPERATOR II
UTILITY SYSTEMS OPERATOR III
DEFINITION
Under general supervision, to perform semi -skilled and skilled
duties involved in the operation and maintenance of the city
water distribution system or the city sanitary sewers and to
do related work as required.
DISTINGUISHING CHARACTERISTICS
Utility Systems'Operator II: This is the entrance level class
for water and sewer utility employees who have maintenance
and construction experience. Employees in this class normally
work under supervision performing a variety of semi -skilled
and manual work. As assigned responsibility and breadth of
knowledge increase through successful job performance, skill
development, and experience, incumbents may -reasonably expect
their positions to be reassigned to the next higher class of
Utility Systems Operator III.
Utility Systems Operator III: Positions in this class are
•normally filled by advancement from the Utility Systems Operator ;
II position, or when filled from the outside require prior water
or sewer maintenance experience. A Utility Systems Operator III
works under general supervision and is expected to perform duties
and work productively with a•minimum of, or in the absence of
supervision. Adequate performance at this level requires the
ability to work independently exercising judgement and initiative. #
Utility Systems Operator III may also be expected to assist in
the supervision and training of less experienced personnel.
EXAMPLES OF DUTIES
Perform chemical tests on water at various steps in distribution
process. Operate and check performance of water and sewer !
pumping and lift station equipment such as pumps, valves, electric
motors and filters.
Oil and grease equipment.
Check fuses, read meters and gauges, maintain operating logs.
-Check gate operations.
Clean and lubricate pumps, grates, and valves.
Perform minor repairs on pumps and valves.
Assist with the removal and replacement of pumps and valves.
QUALIFICATIONS

Utility Systems Operator II
Knowledge of:
Basic methods, tools, materials, and equipment used in main-
tenance and operation of water distribution and sewer collection
facilities.
Safe work practices.
Ability to:
Use tools, materials, and equipment used in a water distribution
system.
Perform heavy manual labor.
Understand and carry out oral and written directions.
Establish and maintain cooperative relationships with those
connected in the course of work.
Education and Experience
Any combination equivalent to the education and experience that
could likely provide -the required knowledge and abilities would
be qualifying. A typical way to acquire the knowledge and
abilities would be:
Experience
One year of work experience involving water quality testing
and water and sewer equipment operation.
Education
Specialized training in the operation and maintenance of
water and sewer pumping facilities.
Necessary Special Requirement
'Possession of a valid California driver's license.
Possess within one year of employment as a Utilities Systems
Operator II a Grade I Water Treatment Operator Certificate issued
by the State of California.
Utility Systems Operator III
Knowledge of:
Operation , care, and routine maintenance of mechanical equipment.

Tools and equipment used in the operation and maintenance of
motors, pumps, valves, and other equipment associated with
water distribution and sewer collection facilities.
Effective water quality control practices and procedures involv-
ing chemical testing and equipment maintenance.
Use, purpose, and maintenance of hand tools.
Safe work practices and procedures.
Ability to:
Perform maintenance operations on equipment used in water, valve,
and sewer pumping operations.
Assist in making minor repairs and adjustments to water, valve,
and sewer pumping equipment.
Perform a variety of skilled and semi -skilled tasks and general
construction and maintenance activities.
Determine repair requirements and make repairs to water, valve,
and sewer pumping equipment.
Perform heavy manual labor.
Follow oral and written instructions.
Reep records and make reports.
Establish and maintain cooperative relationships with those
contacted in the course of work.
