Head_ DATE: March 18, 1980 c< Atty _^ DEPARTMENT: Public Works c- M9r- SUBJECT: REQUEST FOR SEWER ALLOCATION - SUDAN INTERIOR MISSION « STATEMENT OF THE MATTER The Sudan Interior Mission (SIM) desires to annex 12-1/2 acres to the City and process the necessary documents to allow them to construct the first phase (eight dwelling units) of a proposed 21 dwelling unit project. In order for them to commence the process it is necessary that they receive a sewer allocation of eight equivalent dwelling units (8 EDUs). The attached staff report gives more detail concerning the proposed project. The Community Facilities reserve has approximately 110 EDUs and the projections of City demands resulting from Capital Improvement Program projects indicates our need to be approximately 90 EDUs. Council Action: 3-18-80 Council directed the City Attorney to prepare documents allocating 8 EDU's to Sudan Interior Mission. MEMORANDUM TO: CITY MANAGER FROM: PUBLIC WORKS ADMINISTRATOR DATE: MARCH 7, 1980 SUBJECT: REQUEST FOR SEWER ALLOCATION FROM SUDAN INTERIOR MISSION The Sudan Interior Mission (SIM) owns 12-1/2 acres of land south of Palo- mar Airport Road on which they propose to place a maximum of 21 units as cottages for retired missionaries. The property is in County territory but adjacent to the City on two sides. The land use designation of the property is low-medium density (0-4 dwelling units/acre) with an airport special use study overlay. SIM is proposing a phased development with eight units now and the rest in future years. If they are successful with their annexation attempt they would probably file for a Planned Unit Development. They are aware of the subdivision requirements and of the Public Facilities Fee. The issue of taxes, as associated with the annexation, is moot inasmuch as SIM is a tax-exempt organization. Staff has had several meetings with representatives of SIM to discuss ways of achieving their project. Annexation is necessary because of the agreement between the City and the Board of Supervisors regarding devel- opment in the "doughnut hole". With our land use designation and zoning, the only way they could build their project, without amending the General Plan, is to process a condominium of Planned Unit Development. They can't do this with a septic system because our ordinances prohibit major subdivisions (five or more units) on a septic system. Therefore, the only way they can proceed is to secure a sewer allocation for the first phase of their multiple-phase development plan. They then must secure pre-annexational zoning from the City; annexation approval from LAFCO; secure approval from the CPO airport review committee (if they are required); process a condo or Planned Unit Development permit; and then file a subdivision map. They must also secure Coastal Commission ap- proval . The request of the SIM is that the City Council allocate eight equivalent dwelling units (8 EDUs) from the Community Facilities Reserve so that they might start the process outlined above. RECOMMENDATION If the City Council wishes to allow this project to proceed their action would be to allocate 8 EDUs from the Community Facilities Reserve.
