SUBJECT: PURCHASE OF AERIAL PHOTOS AND BASE MAP SYSTEM STATEMENT OF THE MATTER The various departments within the City of Carlsbad Government are constantly faced with a number of significant and complex projects. In order to evaluate and process these projects, the staff needs current, complete information including an accurate base map system. Photo Geodetic Corporation is offering the aerial photos and a base map system of the City of Carlsbad for $6,745. Adequate funds now exist in the professional services categories of the Planning and Engineering budgets. Planning will pay $4,745; Engineering will contribute $2,000. The price is substantially lower because Photo Geodetic, while on a survey flight for another contractor, took the photographs on speculation and therefore does not have to ;:pay for another flight or survey crew. EXHIBITS Memorandum to Frank Aleshire from James Hagaman dated 2/26/80 Resolution No. £> / 2J_ RECOMMENDATION Staff is recommending that the City of Carlsbad authorize by reso- lution the purchase of an aerial photo base map system from the Photo Geodetic Corporation for $6,745.00. Council Action: 3-18-80 Council adopted Resolution 6121, authorizing the purchase of an aerial photo and base map system. MEMORANDUM DATE: February 26, 1980 TO: Frank Aleshire, City Manager FROM: James Hagaman, Planning Director SUBJECT: PURCHASE OF AERIAL PHOTO AND BASE MAP SYSTEM A set of aerial photos of the Carlsbad coastal zone were included as part of a contract between the Coastal Commission and the consulting firm of PRC Toups for the Carlsbad Local Coastal Plan. The firm, as speculation, took additional photos of the entire city and has offered them as a base map system. If the City Council agrees to purchase the aerial photos and base map system, a bid process for selection is not necessary. Photo Geodetic will be simply supplying a set of ortho photo maps and image sheets from their existing stock of photographs. Therefore, a resolution authorizing the purchase is sufficient. For $6,745 the firm, Photo Geodetic Corporation will supply the following items: 1) Orthophoto Contour Maps Reproducible 24"x36" maps made from a perfectly scaled aerial photographs with the contour lines superimposed. The scale is 1" = 400' with 20' contour lines and 10' supplemental lines on flatter areas. ($5,520) 2) Orthophoto Image Sheets Reproducible, scaled 24"x36" photographs (1" = 400') with no contour lines; these sheets would be needed as a clear map for such uses as property line overlays. ($600) 3) Control Points Survey points used to control size and elevation in photographs. ($400) 4) Air Photos Reproducible 9"x9" air photos; copies of the original prints with a scale of 1" = 3000'. ($225) As stated before the total cost would be $6,745. The Engineering Department has agreed to contribute $2,000; the Planning Department's share would be $4,745. Adequate funds exist on both departments professional services categories. Other firms were asked to quote rough estimates over the phone of the work. The estimates ranged between $15,000 and $30,000. These estimates were higher because field crews and flight time would have to be paid for; Photo Geodetic has already taken the aerial photographs with the assistance of a field crew for another project. Currently, the city uses a cadastral map system which is based on property lines and a map series based on aerial photographs and addresses. Both map systems are outdated. The proposed maps are based on aerial photography of the topography of the city and will not become as dated as other systems. A current base map system is needed for the following reasons: 1) For accurate reports, maps, and memos to City Council and other decision makers. 2) For an aid in the preparation of studies and in the evaluation of projects; 3) To provide maps for the public and that are clearly legible and understood. For these reasons and due to the unique and substantially lower price, staff is recommending that the City Council authorize the purchase of the orthphoto contour maps, orthophoto image sheets, control points, and air photos for $6,745 from Photo Geodetic Corporation. JCH:JC:ar 2/26/80 -2- 1 2 3 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 6121 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING THE PURCHASE OF AN AERIAL PHOTO AND BASE MAP SYSTEM 4 5 6,, WHEREAS, the City Council of the City of Carlsbad has deter- 7 mined that it is necessary and in the public interest to purchase 8 an aerial photo and base map system; and 9 WHEREAS, the purchase of an aerial photo and base map system requires highly specialized supplies and services, and WHEREAS, Section 3.28.140 of the Carlsbad Municipal Code allows the City Council to authorize the purchase of such supplies and services by competitive negotiation, and. WHEREAS, the requirements of the City for said aerial photos and base map system can best be met by the Photo Geodetic Corpora- tion, 7840 Convoy Court, San Diego, CA 92111. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2.
