During the 1979-80 budget hearing the City Council allocated fmds for contractual lifeguard services, provided by the State Parks and Recreation Department. portion of beach that is leased by the City frm San Diego Gas and Electric. $6,500 has been expended for last sumner's lifeguard services, for the period frm August through October, 1979. This beach was originally leased frm SW in August, 1963 for a period of eight years and eight mths, and thereafter to continue on a year to year basis. Either party may terminate the lease by giving written notice sixty days prior to August 1st each year. The City has received a letter frm the Area Manager of the State Departnent of Parks and Recreation (Mibit 1) stating that the projected costs for this season (April through October) will be $32,500. It should be pointed out that this munt differs fran the $6,500 expended last sumner because the period of-service is longer, cleanup costs are inclluded, as well as State -staff benefits and administrative costs. Also included are costs €or two chemical toilets and lifeguard tower constructim costs for labor, materials and telephone. &cause this a substantial increase, staff has considered the various alternatives available to the City. The cities of Oceanside and Del Mar currentlyprovide lifeguard service - both have two full-time anployees and hire between 12 and 20 seasonal personnel. of beach and Oceanside has three miles to guard. Bradstreet, Parks and Recreation February 20, 1980 Lifeguard Services - City Beach The department has investigated the possibility of the City providing its own lifeguard services at the 1500 foot portion of City beach leased from San Diego Gas and Electric. From discusssions with professionals in the area of beach life- guarding, it would be best for the City to provide adequate, safe services, than to try to provide minimal services. The chances of being held liable could be increased if inadequate services were provided. The beach area is immediately north of the San Diego Gas and Electric intake channel and this area has proven to be a high danger area because of the jetty and the prevailing currents in the area. Staff had originally considered only stationing one lifeguard in the area; however, after discussing this issue with the state lifeguard supervisor, staff believes that two lifeguards and towers are necessary to adequately protect the beach during periods of heavy use. According to standards used by the State, a tower is necessary every 500 feet in heavily used areas. Other problems pointed out by the State lifeguard supervisor are in the areas of providing proper supervision and training and in providing back-up services. The State, the City of Oceanside and City of Del Mar all provide back-up through a roving jeep patrol when a rescue is being attempted. All of these agencies also provide on-the-job training with experienced lifeguards, in addition to formal training. Attached is an estimate of the costs for the City to provide the same services that the State would rovide for $32,500 on a contract basis, less approximately 8 2,500 for maintenance and clean-up, which is currently provided by the Utilities/Maintenance Department. It can be seen that for the City to provide the same service it would cost $1300 less than the State contract, and the City would inherit any unforseen problems. Staff recommends that the City not become involved in the process of recruiting, testing, training and supervising beach lifeguards. DLB:MDL:vlh At t achmen t ( 1 ) .. Bradstreet, Parks and Recreation Director January 29, 1980 Lifeguard Services - Leased Beach Property Approximately a year ago, the issue of lifeguard services was brought to light by one of the State lifeguards, and caused quite a stir throughout the community. As a result, at the 1979- 80 budget hearing, Council directed that funds be allocated from the Parks and Recreation Department for contractual lifeguard services provided by the State Parks and Recreation Department. The subject area in question is a 1500 ft. portion of beach that is leased by the City from San Diego Gas and Electric, located just north of the south jetty. To date, approximately $6,500 has been expended for lifeguard services during last summer's operation. DISCUSSION Staff contacted the State Department of Parks and Recreation (Carlsbad office) to obtain cost estimates for next fiscal year's lifeguard services, which runs from Easter vacation through October, 1980. The total costs, as projected by the State, is approximately $32,500 (refer to attached detail sheet). In order for staff to prepare for the fiscal year 1980-81 budget, it isnecessary to know whether Council wishes to continue pro- viding this contractual service through the State Parks and Recreation Department. COMMENTS In reviewing the cost estimates provided by the State, which appear quite excessive, the City may wish to explore other al- ternatives. One option may be to have the lease revert back to San Diego Gas and Electric. SDGGrE could, in turn, lease the property to the State. This would eliminate the City's liability, and result in a substantial savings to the City.
