STATEMENT OF THE MATTER
Covington/Papagayo has submitted a request to construct the first phase (253,000 gallons/ day) of a satellite treatment and reclamation facility north of Bataquitos Lagoon in the vicinity of 1-5. supporting their proposal of a site specific. project is consistent with the "Wastewater Reclamation Master Plan Study" being reviewed by Council.

Dear Mayor bckard and Members of the City Council:
A little over a year ago, Fbpagayo Developers and Covington Brothers appeared
before you to request approval of a two-part proposal.
the first portion of that proposal, the funding of a master plan study for waste-
water reclamation and an environmental impact report on that study. Now that
you have certified the e.i.r. and adopted the master plan, we would like to
request your approval of the second part of that proposal: ,Papagayo/Covington
asks your permission to develop, finance, construct, and dedicate to the City
a 250,000 gallon per day (gpd) wastewater reclamation plant referred to in the
master plan as the Batiquitos facility.

Lowry and Associates has prepared for you a more complete analysis of this
facility than was presented within the scope of the master plan study and Recon
has prepared for you a report of supplemental environmental information.

necessary to implement the requests and recommendations presented in Chapter
IX of the Lowry and Associates report entitled Batiquitos Waste Water Reclama-
tion Project, City of Carlsbad. Essentially, we are asking that you approve in
concept the proposal as outlined in the Lowry report and authorize your staff to
take the necessary actions to implement the project.
It is our sincere belief that this proposal will provide significant benefits to the
City of Carlsbad through the generation of reclaimed water for beneficial reuse
and the implementation of your wastewater reclamation plan, as well as solving
part of our mutual sewer capacity problems. We hope that this proposal meets
with your approval.
