Subject : PALOMAR AIRPORT WASTE WATER RECLAMATION PROJECT
Statement of the Matter
On April 1, 1980 the City Council approved a report prepared by Lowry
Associates for a Waste Water Master Plan for the City. The Koll
Company has now filed a proposaz to construct a one MGD satellite
sewer reclamation plant on .industrial land northwest of the Palomar
Airport. The proposal is generally in accord with the approved master
plan. The developer (Koll Co.) desires to receive necessary approvals
so that design can begin by January 1, 1981 with construction to
commence shortly thereafter.
The staff supports the Koll proposal but requires additional information
before the project can be approved. Questions which need to be answered include:

SUBJECT: KOLL PROPOSAL FOR SATELLITE PLANT IN THE PALOMAR AIRPORT AREA
The Waste Water Reclamation Master Plan Study, recently approved in concept by the Cit.y Council, indicated that a suitable location for a sat- ellite treatment and reclamation facility would be in the area around Palo- mar Ai r por t .
The Koll Company has submitted a proposal which, if approved, could result in a phased, 5 million gallon per day (MGD) facility, including a reservoir for storage, located in a canyon to the northwest of the Palomar Airport. The proposed location, while slightly outside of the area of the circle drawn in the Master Plan report, appears to meet the needs of the plant described in the Master Plan. The land is undeveloped and the near- est proposed residential land is somewhat less than 1,500 feet to the north. A plant site of sufficient acreage and sufficiently removed from residential areas could be secured. Since the proposed site is in a canyon, it will present a minimal aesthetic problem with regard to the surrounding devel- opment.
Concerns
In reviewing the Koll proposal, staff raised a number of concerns re- garding issues such as size of phasing, treatment process, annexation of proposed plant site, preparation of the Environmental Impact Report, finan- cial details, percentage of capacity to owner and to balance of service area, integration of plant phasing with the developer's schedule and sev- eral other technical details. The concerns of staff are items that require considerable discussion and can be addressed in a timely manner if the gen- eral concept of the proposal meets with the approval of the City Council. If Council does not approve of the general concept, then the time and ef- fort to resolve such details would be wasted effort.
RECOMMENDATION
It is recommended that City Council:
1. Receive the Palomar Airport Waste !later Plan for further study;
2. Authorize staff to begin the Environmental Review Process as soon as prac ti cab1 e;
3. Authorize staff to work with the developer to resolve the issues of concern; and
4. To report back to the City Council at such times as are necessary to secure approval of documents and/or agreements.
