Subject: STREET LIGHTING MAINTENANCE DISTRICT NO. 1 (ANNUAL REPORT)
Statement of the Matter
The City Council, at its June 21, 1977 mee.ting, adopted Resolution No. 5122 forming Street
Lighting District No. 1. On June 20, 1978 the City Council approved Annexation No. 1 to the
Street Lighting District by adopting Resolution No. 5463. Additionally, the Council
appointed the City Engineer as the city official responsible for the management of the
Street Lighting Maintenance Program.
Recent staff reorganization has reassigned this responsibility to the Utilities &
Maintenance Manager. The Street Lighting Act of 1919 requires that Council designate the
appropriate city official who is to be responsible for the administration of this program
and that this official provide to Council an annual report on the status of the Assessment
District. This report is a statutory requirement and duplicates information and require-
ments included in the City Budget (Fund 15). It is anticipated that costs will increase by
about 26% in the next fiscal year due to increased energy costs over this year. Council is
required to set this levy after accepting the Lighting District report and this will be
brought back to Council during June for this action. There are no anticipated fiscal
impacts to the general fund relating to this report. Funds generated are derived from the
levy set by Council, which is based on property owner benefit.

Recommendation:
If Council concurs, adopt Resolution No. (jp/P£ designating the Utilities & Maintenance
Manager as the staff person responsible for administering Street Lighting District No. 1
and accept his report.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD" DESIGNATING THE UTILITIES & MAINTENANCE
MANAGER AS THE ADMINISTRATOR OF STREET LIGHTING
WHEREAS, the City Council of the City of Carlsbad designated
the City Engineer as the administrator of Street Lighting District
No. 1, by Resolution No. 5091 on May 17, 1977; and
WHEREAS, responsibility for the administration of Street
Lighting District No. 1 has been made the responsibility of the
Utilities & Maintenance Manager;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad as follows:
1. That the above recitations are true and correct.
2. That the Utilities & Maintenance Manager is hereby
designated as the administrator of Street Lighting District No. 1
and the City Engineer is relieved thereof.
3. That the Utilities & Maintenence Manager is ordered to
prepare and file with this City Council a report relating to
Street Lighting District No. 1 in accordance with Chapter 3,
Division 14, commencing with Section 18040 of the Streets and
Highways Code.
4. That upon completion the Utilities & Maintenance
Manager shall file said report with the City Clerk who shall then
submit the same to the City Council for its consideration pursuant
to Section 18042 of the Streets and Highways Code.

ANNUAL REPORT OF THE UTILITIES & MAINTENANCE MANAGER
Pursuant to direction from the City Council, submitted herewith is the
"Report," consisting of the following documents pursuant to the provisions
of Division 14, Part 1, of the Streets and Highways Code of the State of
California, and specifically Section 18091 thereof.
1. AN ESTIMATE OF THE COSTS of the improvements to be maintained for
the ensuing twelve-month period, being from July 1, 1980 to
June 30, 1981.
2. A DIAGRAM of the Street Lighting District. Said Diagram shall show
the exterior boundaries of the Street Lighting District, the bounda-
ries of any zones within the Street Lighting District, the lines
and dimensions of each lot or parcel within said Street Lighting
District, and each parcel shall be identified by a distinctive
number or letter. The lines and dimensions of each lot shall con-
form to those shown on the County Assessor's map for the fiscal
year to which the "Report" applies.
