DATE: April 22, 1980 TO: Mayor and City Council FROM: fury Casler SUBJECT: Mobilehome Zoning Ordinance In reference to my oral presentation at the Council m6.ting of April 15, I recommend a committee be estab— lishad to make suggestions for a Mobilehome Zoning Ordinance and set standards for future parks. I would assume the existing parks would be "grandfathered" as is. I suggest the committee be composed of 2 members from Rancho Carlsbad 2 members from Lakeshore Gardens 1 park owner 1 planning Commissioner 1 City Councilmember. If the park owner (obviously Ron Schwab) does not wish to participate, perhaps a Chamber member could be included. As this is to be a working committee, I believe any number larger than 7 would be unwieldy. As I have proposed this committee and have talked to park residents about it, I would like to be Councilmember involved. Staff participation would be necessary to secure existing ordinances and provide technical expertise in the Writing of the proposed one. MEMORANDUM DATE: April 30, 1980 TO: Frank Aleshire, City Manager FROM: � Bud Plender, Principal Planner SUBJECT: REPORT ON MOBILE HOME PARK ZONING FROM PLANNING COMMISSION CASE NO: ZCA-123 At the direction of the City Council staff prepared a Mobile Home Park Zone exclusive for mobile home parks. After staffing, the amendment was noticed for the April 23, 1980, Planning Commission meeting. However, on April 15, 1980, the City Council heard testimony from citizens that there was dissatis- faction with the code as drafted. The City Council decided that the code should be reviewed by a citizens committee prior to the hearings. Subsequent to this however, staff had already established an informal review of the ordinance with certain selected citizens representing mobile home owners and mobile park owners, and the Planning Commission Chairman. This meeting was held the day before the April 23 Planning Commission meeting. It was obvious to staff that the code as drafted was not to the satisfaction of either the park owners or the tenants (for different reasons). This was explained to the Planning Commission at their public hearing who then tabled the ordinance and have requested that the City Council establish the committee to consider the ordinance and any other factors of the mobile home park development and regulations. After the City Council is satisfied with the committee's report, the Planning Commission will then renotice ZCA-123 for hearing. As an owner of a mobilehome park in Carlsbad, I respectfully request that that committee include representation from the owners and operators of mobilehome parks. This may be accomplished either by direct communication to the various parks in Carlsbad or by submitting a request for representation from the Western Mobilehome Association which represents the majority of mobilehome park owners in California and in particular in Carlsbad. You may be assured that the city can expect cooperation from us in an effort to resolve this matter. That the above recitations are true and correct. 2. That an advisory committee on the preparation of a Mobile Home Park Ordinance shall be established with the following membership: a. Two members from Rancho Carlsbad Mobile Home Park. b. Two members from Lakeshore Gardens Mobile Home Park. c. One park owner. d. One Planning Commissioner. e. One City Councilmemb er. f. One member of the Chamber of Commerce. g. One member of the general public. 3.
