Subject: SR: CITIZENS' ASSOCIATION Request for Funds (Food Co -Op) Statement_of,the Matter The Senior Citizens' Association has been operating a nonprofit Food Co=Op for the citizens of Carlsbad. Because of unpredictable costs they are deficient in funds to fully operate the Food C6-Op. and are req;Aesting Council consideration and authorization for the sum or $5,060 to the association to complete fiscal year 1979-80. This amount will ensure bringing the present inventory up to normal, enabling us to purchase additional stock at,a greatly reduced price, as -well as provide i^cApital reserve fund. Jack Jimmink, Executive Director, will be present to answer any questions the Council has. Briefly, a number of events have taken place this current fiscal year that were not predictable during the budgeting process of February/March 1979. (1) The association was in limbo for a period of three months - No)vember 10 through February 10. During that period our income was seriously affected while expenses for the Newsletter rapidly increased. (2) Since leasing the property at 258 Beech Avenue from the City of Carlsbad it is necessary to pay for installation of an alarm system at $400 plus $60,per month. Immediate need until FY 80-81 budget is effective - $656.00 '(3) Telephone budget until FY 80-81 - $390:0(3. (4) Utilities $375.00 until FY 80-81. (5) The CO-OP has now been in operation for one year. At present we are serving that portion of the population of Carlsbad who are in need of discount priced foods, During the past year of operation the CO-OP has gone through growing pains and learning experiences. However, at present all bills are paid but the inventory is low. Betty Jimmink, who has extensive experience in convenience markets is now managing the CO-OP. She recently made arrangements with a large corporation that is a member of Orange Empire, a food distributor, to allow us to purchase groceries at a greatly reduced cost. This will enable us to pass on these gavings to the consumer and still keep the CO-OP on a sound financial base. Ordinarily this membership would cost $8,000. She was able to obtain this service at no cost because of our non-profit status. $3,500 will enable her to bring the inventory up to a normal level plus allowing $1,500 for capital reserve. The CO-OP is now being remodeled to meet guidelines of a convenience market with the theme of "Village Redevelopment" in mind. The new budget, now under consideration by the Council reflects the anticipated increased costs for FY 80-81 ­?ith exception of the alarm system which will cost $720.00 p.a. However, with the anticipation -of a bingo license being granted the income could be used for rxisting services. The new budget could then be amended to absorb that cost under a security system account.
