' l DATE: APRIL 28, 1980 TO: CITY COUNCIL FROM: City Manager LEGISLATIVE ACTIVITIES It is recommend~d that Council take a position on the following bills and authorize the Mayor to react by letter or phone call as appropriate: 1. SB ~842 -AGENCY SHOP -OPPOSE Requires City to negotiate Agency Shop requiring employees to pay dues to Union even though they are not members. 2. AB 2376 -ANNEX TAX SPLIT -SUPPORT Establishes formula for property tax split between City -County upon annexation. 3. SB 1972 -TAX INCREMENT FINANCING -SUPPORT Exempts tax increment financing from Gann Initiative tax limitation. Allows tax increment financing for Redevelopment Agency. 4. AB 3275 -CITY LIABILITY -SUPPORT Lessens liability of City for dangerous conditions -if City had no c:onstructive notice of the condition. 5. AB 2998 -SUBSIDIARY DISTRICT -SUPPORT Allows City to file for subsidiary special district if 7 0% of REGISTl'::RED VOTERS reside in the City. Deletes cumbersome finding that 70% of "net assessable land area" be within City limits. 6. AB 2698 -MOBILE HOMES -SUPPORT Allows factory built housing to be moved along highway (up to 14 feet in width instead of 12 feet). FRANK ALESHIRE City Manager FA:ldg
