CONTROL COMMISSION, ZONE 1 -
Statement of the Matter
Mr. David Dawes has resigned as the City of Carlsbad's representative to the San Diego County Flood Control District, Zone 1.
The Commission acts in an advisory capacity to the Board of Supervisors on matters relating to water and resource conservation and flood problems.
Zone 1 consists of south Carlsbad, Del Mar, Oceanside, Escondido, San Marcos, Vista, portion of San Diego City
and some unincorporated areas. Any City with any portior which falls within the Zone is entitled to a representat:
The Commission holds regular meetings monthly on the secc Thursday. They usually take place at the San Marcos Cour Water District beginning at 9:OO A.M.
The City's representative should be a resident of Carlsb: but is not required to live within the Zone since helshe represents the City.
The term of office of anyone appointed at this time will October 5, 1980. At that time, Council may either recorm their representative for reappointment or recommend anotl
individual for appointment.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFOIWIA, RECOEWNDING THE APPOINTMENT OF A COMMISSIONER TO T3E SAN DIEGO - COUNTY FLOOD - CONTROL - FOR ZONE 1.
WHEREAS, DAVID F. DALES has resigned as a Commissioner of
the San Diego County Flood Control for Zone 1, effective March
14, 1980; and
WHEREAS, Carlsbad is the agency responsible for recomendi
an individual to serve for Zone 1;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the following-named person is hereby recommended
for appointment by the Board of Supervisors to serve as a

This vacancy is on the San Diego County Flood Control District Commission, Zone 1, which is an advisory commission to the Board of Directors of the Flood Control District. The
Board of Directors is the governing body of the San Diego County Flood Control District and is another hat of the San Diego County Board of Supervisors.
There are 5 Zones in the District, and the southern portion of Carlsbad,including La Costa, is within Zone 1, along with Del Mar, Oceanside, Escondido, San Marcos, Vista, some of San Diego City, and unincorporated areas. There are 9 representatives on the Zone 1 Commission. Each Commission works independent of the other Commissions. Any City with any portion which falls within any of the 5 Zones is entitled to a representative. (Board appoints reps for the unincorporated areas of the County). The representative must live in Carlsbad, but not necessarily within the areas
of the City which lie within the Zone. the rep would be representing all of the City or only the area in the Zone. is in the Zone (some of the City is not in any of the 5 Zones) is because they chose not to.
The Commission considers matters relating to water and resource conservation and flood problems. The reps are to identify problems, recommend projects and solutions to the Board of Directors. Individual persons or groups may approach the Commission with a matter, or the Board of Supervisors or other agencies may refer matters to the Commission (s) for discussionand recommendation.
Veronica Kaleb of the Clerk of the Board of Supervisors' Office is sending some printed material. She indicated this was a very sensitive commission which would be understood if you read the stuff she is going to send.
Also, Maxine takes the minutes and has indicated our Engineerin Department should have copies of the Agenda and Minutes mailed out each month.
