Statement of the Matter
Council Policy No. 5 was established in December, 1970 to recognize
those dedicated citizens who, on a volunteer basis, give of their
time, energy, and noteworthy community service within a given calendar
year. -N
When first initiated, a selection committee was designated by the
Mayor in January each year and nominees presented to Council prior
to April 1. Over the years a change has evolved wherein the selection
committee is designated by the Mayor in November and the committee
selects and presents the name of the recipient to the Mayor in December.
The Citizen of the Year Award is then presented to the recipient at
the annual Chamber of Commerce dinner meeting in January. The plaque
which is provided by the city costs approximately $25.00.
The revised Council Policy No. 5, attached as an exhibit, has been
prepared as a housekeeping measure to reflect the change in the time
the committee is designated and the award is presented.

That Council approve the revised Council Policy No. 5.
Council Action:
May 20, 1980 - Council approved staff recommendation, with changes to reflect that
recipient required to reside in Carlsbad's sphere of influence and
recipient required to have provided "long and faithful service to
the community." (Section B(2) of Procedure)

PURPOSE;
To recognize a dedicated citizen who, on a volunteer basis, has given
unselfishly of time, energy, and means to the cause of civic improve-
ment, beautifi'cation, and betterment.
STATEMENT OF POLICY;
1. This award is for noteworthy community service within a given cal-
endar year.
2. A selection committee of three members shall be designated by the
Mayor in November each year. The committee will select and present
the name of the recipient to the Mayor for consideration prior to
December 15. They will select a citizen they consider most deserving
of the award for their civic contribution in the previous year. For
example, the committee selected for 1981 will consider services in
1980.
PROCEDURE:
A. The selection committee will not be a standing committee but shall
be appointed yearly.
B. The selection committee will be guided by the following:
(1) Long and faithful service on a Board or Commission (two years
or longer).
(2) Distinguished service in a position of responsibility.
(3) Enterprise, initiative, diligence, and care in the perform-
ance of a specific volunteer assignment (1911 Act, chairman
of bond committee, etc.)
(4) Outstanding contribution to the development, growth, and
welfare of the community.
C. This award is not intended to recognize elective officials or
those who receive compensation for their efforts. It'is intended
to recognize volunteer, unpaid effort of a significant nature.
