STATEMENT OF THE MATTER
On April 15, 1980 City Council rejected the bids’for the subject contract due to
omissions in the contract documents and authorized the City Clerk to readvertise
for bids. Sealed bids were opened at 4:OO p.m. on May 8, 1980. Four bids were
received and are shown on the attached bid summary.
The low bid was submitted by Michael Straub of Carlsbad. The bid proposal included
two alternates: One was a substitution of textured concrete for interlocking
pavers; and the other was a substitution of concrete-filled pipe for precast con-
crete -bo1 lards. Without the alternates the low bid was $69,447.70 which is $3,852
less than the previous low bid. ‘The Housing anb Redevelopment Director has indi-
cated the funds will be available through the Fourth Year HCD Block Grant project
allocation and has indicated a preference to go with the contract without the
alternate substitutions.
Since the time of the bid closing the Redevelopment Committee has decided against
the closing of the alley as was called for in the approved plans. In response to
this the Engineering Department has worked out an amended parking lot configuration
which incorporates the existing alleyway and still maintains the desired landscaped
appearance. The number of parking spaces will be increased by three and the lot
will easily accommodate the future expansion.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, ACCEPTING BIDS AND AUTHORIZING THE EXECUTION
OF CONTRACT NO. 1075 FOR THE STREETSCAPE IMPROVEMENTS ON
GRAND AVENUE AND STATE STREET
WHEREAS, bids have been received by the City of Carlsbad for the

WHEREAS, the low bid received for this improvement was submitted
