LAND ACQUISITION EAST OF LIBRARY Sub j ect : Statement of the Matter Staff has had ongoing discussions with the owner of the 2.5 acre parcel east of the City Library. In October 1979, staff offered $388,000 for this property. Sinct that time repeated effort has been made to come to an agreement with the owner without success. On May 16, 1980, staff received the letter which is an Exhibit. The owner states that a long term lease of the land might be considered. Staff is of the opinion that this proposal is unsat. isfactory as improvements will undoubtedly be placed on this property. at that time. Baldwin Assistant City Manager City of Carlsbad 1200 Elm Avenue Carlsbad, California 92008 Dear Mr. Baldwin: I am writing in response to your letter regarding the City's offer to purchase my property located at the northwest corner of Highland Drive and Elm Avenue in Carlsbad. First, I would like to reaffirm what I have said in previous conversations, that is, I really do not want to sell the property and am really reluctant to enter into discussions regarding a sale. However, if it came to the point where I absolutely had to consider and discuss a possible sale, I would ask that the City outline the possibilities of a long term lease; something concrete for my consideration. Second, I might consider trading the property for something of equal value if the City had a definite proposal but I must say again, that my first preference is not to sell at all. I do want to thank you for the understanding you have shown when we have had our discussions.
