That the above recitations are true and correct. 2. That the findings of the Planning Commission as se forth in Resolutions No. 1626 and No. 1627 constitute the findings of the City Council, with the addition of the fcllc finding: "The City Council is satisfied that the Traffic Engine€ City staff and Planning Cornmission correctly determined that the site would not safely accommodate a third dril thru lane. A third lane would result in traffic confli within the shopping center and on the surrounding streets. The site does not afford sufficient space for a third lane and, in any case, the bank would not have the capacity to serve three lanes at once, making the lane unnecessary. 'I 3. I That the appeal of La Jolla Bank and Trust Compan; the condition imposed by the Planning Commission in Resolut No. 1626 and No. 1627, limiting the number of drive-thru la] to two, is hereby denied. 4. That the City Council affirms the Planning Commis decision contained in Resolutions No. 1626 and No. 1627 sub to the conditions set forth in said resolutions. Specifically, the on the north west corner of the development (West Bluff Plaza). The changes include a slightly modified building design, a minor modification to the immediate parkinq area, and the addition of two drive-thru lanes. The subject property has been previously graded, and. con- struction is presently underway on the site. Since the site has been previously disturbed, and no significant environment features exist on the property, no adverse environmental impacts are anticipated from the proposed project.
