Statement of the Matter
'The;term of PATRA STRAUB as a member of the Serra Cooperative
Library System Advisory Board expired April, 1980.
The Library Board of Trustees has recommended thatrcaroline Schindler be appointed to serve on the Serra Board and at the June 3, 1980 meeting, Mayor Packard announced his intention to appoint Mrs. Schindler.
In accordance with Mayor Packard's announcement, attached for your consideration is a Resolution appointing Caroline Schindler to the Serra Board for a two-year term as prescribed'by Section 18749 of the Education Code.

S.ection 18749
The term of any member of a system advisory board shall be for two years, and each member shall serve no more than two consecutive terms. Staggered terms shall be established by drawing of lots at the first meeting of the advisory board
so that a simple majority of members shall initially serve a two-year term, and the remainder initially a one-year term.
The appointing jurisdiction shall ensure that members of a system advisory board are representative .of the public-at-large
and of the underserved residents in the system service area.

RESOLUTION NO. 6208
A’RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,’CALIFORNXA, APPOINTING A MEMBER TO THE SEEM COOPERATIVE LIBRRRY SYSTEM ADVISORY BOARD.
WHEREAS, the City of Carlsbad is a member of the Serra
Cooperative Library System; and
WHEREAS, the Serra Cooperative Library System Advisory
Board was established pursuant to the Library Services Act, which
provides that the governing body of each member jurisdiction of
the Cooperative Library System shall appoint one member to the
Advisory Board; and . .
WHEREAS, the term of Patra Straub expired April, 1980 and
the Library Board of Trustees has recommended the appointment of
Caroline Schindler;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, as follows:
1. That the above recitations are true and .correct.
2. That CAROLINE SCHINDLER is hereby app-ointed to the Serr
Cooperative Library System Advisory Board for a two-year term, a
prescribed in Section 18749 of the Education Code.
PASSED, APPROVED AND ADOPTED, by the City Council of the
City of Carlsbad, California, at a regular meeting thereof held
the 17th day of June , 1980, by the following vote, to wit:
AYES: Council Members Packard, Lewis and Anear
