Statement of the Matter
f
The Fiscal Year 1980-81 Budget contains a position entitled
Maintenance Clerk at Range 20 in the Equ'.pment Maintenance
Division. A position bearing this title is not present in
;
either the Classification Plan or Salary Plan. As a result,
a detailed analysis was compieted'in which a classification
description for a position entitled Storekeeper was drafted.
It is recommended that the Classification and Salary Plans be
amended to incorporate the position of Storekeeper at Range 20.

Fiscal Impact
The fiscal impact of adopting the classification creating
a position and hiring an employee will be on two departments.
PERSONNEL --advertising, bulletins, testing, selection =$ 461.92
UTILITIES -MAINTENANCE --salary, benefits, uniforms=$15,306.01 ;
$15,766.93
Recommendation
That City Council adopt Resolution No. (�2 y 3,•
Council Action:
7-15-80 Council adooted Resolution 6243, amending the Salary Plan for Miscellaneous
Employees for 1980-81 Fiscal Year by adding the Classification of Storekeeper.

MEMORANDUM

SUBJECT: CLASSIFICATION DESCRIPTION - STOREKEEPER
On June 5, 1980, I interviewed JAIME OSORIO who is temporarily
working as a Maintenance Clerk. Also interviewed was BERT
BERTELSEN, Equipment Maintenance Superintendent. This was
done to ascertain the duties performed in this position as a
classification description was not completed by Andersen and
Associates.
As Mr. OSORIO describes his duties, there surfaces many
tasks of a clerical nature. Many duties entail transferring
numbers to the appropriate files. These numbers deal with
vehicle mileage, petroleum useage, and Shop Repair Order sheets.
Simple arithmetic skills are used in these tasks. One must
also have the ability to file these reports as well as order
gasoline when it is determined that it's needed,
Mr. OSORIO also maintains inventory records for tires and
simple mechanical parts. Presently he only orders regularly
used parts such as air and oil filters. On a daily basis,
he checks the inventory of tires and filters, Other inventory
records are maintained as parts are used.
Manual labor is also part of this position. All tires are
stored at Ponto and when needed Mr. OSORIO picks them up.
He also assists the delivery truck unload the tires at Ponto. {
At times the mechanics call upon him to push vehicles or ?
haul heavy objects. Washing the utility and pickup truck
as well as helping in the monthly clean up of the shop are
other duties of a manual nature. Mr. OSORIO also delivers
and picks up parts on an as needed basis.
Mr. OSORIO's routine tasks are of a clerical nature, the most
important being the. maintenance of vehicle and mileage records.
When needed phones are answered, book shelves are tidied, and
monthly reports are typed.
BERT BERTELSEN substantiated JAIME's report stating that
Mr. OSORIO maintains all records and files. There is a
separate file for each of the city's 300 pieces of equipment.
When JAIME' is sent out for parts, this allows the mechanics
to work uninterrupted. JAIME also uses the two way radio and
is familiar with the codes used. Eventually, BERT would like
to see JAIME become more familiar with parts so he could do
a qreater share of the ordering.

Mr. ROGER GREER was interviewed to determine future duties this
position may entail. Mr. GREER responded that the city's fleet
is continually growing. When more facilities and space are
available, Mr. GREER hopes to maintain an inventory of greater
variety in which case a broader knowledge of mechanical parts
would-be needed.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, AMENDING
THE SALARY PLAN FOR MISCELLANEOUS
EM'LOYEES FOR THE 1980-1981 FISCAL YEAR
BY ADDING THE CLASSIFICATION OF STORE-
KEEPER.
WHEREAS, the City Council did on July 23, 1979 by
Resolution No. 5854 adopt a Classification and Salary Range
Plan for miscellaneous employees; and
WHEREAS, Resolution'No. 5854 has been amended subsequently
by Resolution No: 6108; and
WHEREAS, it is deemed necessary to incorporate the title
with classification description of STOREKEEPER, Salary Range 201
to the Classification and Salary Range Plan for miscellaneous
employees;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct;
2. That the classification description and title of
STOREKEEPER, Salary Range 20, is added to the existing Classifi-
cation and Salary Range Plan for miscellaneous employees.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the
Carlsbad City Council held on the 15th day of July ,- 1980,
by the following vote to wit:

DEFINITION
Under general supervision, to perform duties in maintaining records
and monitoring vehicle use; prepare statistical use reports; prepare
and assist in the delivery of supplies, materials, and equipment;
maintain a parts inventory; and to do related work as assigned.
EXAMPLES OF DUTIES '
Record daily fuel useage from all city gasoline pumps and for all
gasoline operated equipment.

Prepare monthly gasoline useage statistics for reports to Finance ;
and Purchasing Departments.

Maintain repair logs for each vehicle as repairs are rendered.
Post a wide assortment of information to records.
Maintain files of records and documents.
Respond to requests for information and assistance concerning
,equipment, both over the phone and two-way radio.
Assist the mechanics in pushing vehicles or carrying heavy objects. f
Assist in maintaining a clean and orderly repair garage.
Wash utility and pick-up trucks.
Obtain parts as requested by mechanics on an as needed basis.

Perform a variety of typing and clerical work.
Operate adding machine, typewriter, and telephone.
Maintain appropriate inventory of tires, air filters, oil filters, l
and other commonly used parts.
QUALIFICATIONS
Knowledge of:
Basic methods, terminology, and practices of record keeping.
Storekeeping methods and inventory control.
Common motor vehicle supply items and accessories.

Maintain accurate and legible records and prepare useage reports from
them.
Perform simple mathematical calculations.
Understand and carry out oral and written instructions.
