Mgr. ,w ENGINEERING DEPARTMENT: SUBJECT: PARK1 NG RESTRICT1 ONS ON CARLSBAD BOULEVARD STATEMENT OF THE MATTER Pursuant to Council request to remove parking restrictions on Carlsbad Boulevard in the Tierra del Oro area staff has prepared a revised ordinance eliminating restrictions as requested. This should result in approximately 100 additional parking spaces although all are not immediately convenient to the beach. For Council's information, staff has prepared plans for connection and surfacing between the existing parking lots; these plans are being submitted to the Coastal Commission. In addition, staff is working with State Beaches and Parks to establish a parking lot on the abandoned section of Carlsbad Boulevard at the end of Palomar Airport Road. Dear Council Persons, I greatly oppose the taking bwn of the "no parking" signs behind the residences of Tierra Del Oro on Carlsbad Boulevard. The people of Tierra Del Oro $;ought hard to get the "no Parking" signs. Before the "no parking' signs, it was almost a public dumping area of paper, beer cans and bottles. The "no parking" signs helped tremendously to clear the area of trash. I and my neighbor picked up many bags of trash. There is another hazard. When cars are parked close to our entrance, it is almost impossible to get a clear view of on-coming cars without extending partially on the narrow road. Several times it was close. I hope it's not to late to take in con- sideration before you make a decesion on taking the Ifno parking1' signs down behind my home . We are some distance from the beach area and I don't think it would do any good for beach parking. Behind my home is a l'bus stoptf which would be affected as that area would be used for the park parkine; which Is across the street on Carlsbad Elvd. This would cause a danRerous situation as it takes about Car 1 s bad Blvd . On July 4, 1980 I was sitting in my patio when a beer bottle was thrown over the fence from 8 parked vehicle on Carlsbad Blvd, The bottle broke and I had glass all over my pool. I yelled and got a vu1p;ar response from a group who drove away. We have I1no parkingf1 sisns which people pay no attention to on major holidays. Why should people from out of town ha.ve a parking lot at my rear door. Houses in Tierra del Oro range from $250,000 to $500,000. Would you want a parking lot at your rear door? I hope you take all this fh consideration in your decision. The City Council of the City of Carlsbad, California, hereby ordains as follows: SECTION 1: That Title 10, Chapter 10.40 of the Carlsbad Municipal Code is amended by the amendment of Section 10.40.042 to read as follows: "10.40.042 Parking restricted on certain parts of Carlsbad Boulevard. (a) Parking of vehicles is prohibited during all hours of the day and night on the westerly side of Carlsbad Boulevard: (1) Between Elm Avenue and Pine Avenu,e; (2) From 110' south of Chestnut to Cherry Avenue; (3) Fror: 160' north of Redwood Avenue to 2,180' south of Agua Hedionda Bridge (at exit of third beach parking lot); (4) From 600' north of south city limits to south city limits; (5) Between Tierra del Oro and Shore Drive; (b) Parking of vehicles is prohibited during all hours of the day and night on the east side of Carlsbad Boulevard; (1) From 100' north of Pine Avenue to 2,600' north of Cannon Road; (2) From Cannon Road northerly for a distance of 2,300'. (c) Vehicles shall be parked off the paved roadway of Carlsbad Boulevard from 2,600 feet north of Cannon Road to Planzano Drive, unless parking is otherwise prohibited within this area. (d) The City Police Department is authorized to remove any such illegally parked vehicle. (e) Adequate signs and markings shall be erected to give adequate notice of the regulations stated in this section."
