DEPARTMENT: SUBJECT : 1380-81 STREET RESURFACING PROGRAM CONTRACT NO. 1083 STATEMENT OF THE MATTER In accordance with Council Policy 21 the evaluation of City streets for resurfacing has been completed and is presented in Exhibit 1. Engineering has reviewed the list and concurs with the evaluation with the exception of priority numbers 2 and 5. Paseo del Norte is experiencing subgrade failure and will undoubtedly require recon- struction in the failing areas. Thus, overlaying it would either be an ineffective or a very short-term solution. list of Capital Improvement Projects for this year's budget. To that end, Engineering staff intends to employ a qualified soils laboratory to bore and make recommendations. It is redommended that Paseo del Norte be added to the FISCAL IMPACT I Funds in the amount of $200,000 are available in the 1980-81 street resurfacing program. Additional funds in the amount of $100,000 are available through the continuing appro- priations of the 1979-80 street resurfacing program. There will be an additional cost for the restoration of existing lane striping and buttons of approximately $1,000 to be handled under the normal maintenance operations of the Utilities/Maintenance Department. I have discussed my previous recommendations with Mr. Dossey and concur with his recommendation to do as many residential streets as possible this year (Priori ties 3-22) based on the fol lowing additional considerations : 1. That El Camino Real (both north and south bound) from Chestnut to Haymar be included in the FY80-81 program. This delay will accommodate the widening and construction traffic for the project south of Hosp Way and in the long term will extend the road for a greater length of time. 2. That Paseo Del Norte be redesigned to correct the serious ground water problem and the reconstruction project be included in the FY80-81 CIP. RESOLUTION NO. 6248 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS AND AUTHOR- IZING THE CITY CLERK TO INVITE BIDS FOR THE 1979-80 STREET RESURFACING PROGRAM - CONTRACT NO. IO83 WHEREAS, the City Council of the City of Carlsbad has determined it is necessary and in the public interest to accomplish the 1979-80 Street Resurfac- ing Program; and WHEREAS, plans and specifications for the furnishing of all labor, mater- ials, tools, equipment, transportation and other expenses necessary or inci- dental for said project, Contract No. 1083, have been prepared and are on file in the Engineering Department and are incorporated by reference herein; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carls- bad as follows: 1. The above recitations are true and correct. 2. The plans and specifications as presented are hereby approved. 3. The City Clerk of the City of Carlsbad is hereby authorized and di- rected to proceed to publish, in accordance with law, notice to contractors inviting bids for the 1979-80 Street Resurfacing Program, Contract No. 1083, in accordance with the plans and specifications hereinabove referred to.
