Woodside/Kubota & Associates, consultants on this project, recommend acceptance of the work. The final 1 contract amount of $42,800 is unchanged 'from the original bid price. Box 1095 - Carlsbad, California 92008 - (714) 729.1194 July 29, 1980 Mr. Larry Dossey Principal Civil Engineer City. of Carl-sbad 1200 Elm Avenue Carlsbad, CA 92008 Subject: Rec_oating of Ellery Reservoir Contract No. 1078 -- City of Carlsbad Dear Mr. Dossey: We are pleased to report to you that the Pateras Painting Company has completed the subject project pursuant to the contract with your agency. This office has provided con- tinuous construction inspection and contract administra+io►1 and, on the basis of our overall evaluation of the project, we recommend to you that the contract be accepted by the City of Carlsbad. At the conclusion of the final testing program, the reservoir was restored to service on July 19, 1980. Under the terms of the contract, there was a time of comple- tion which was subject to an adjustment due to delays caused by weather conditions that prevented sand blasting operations. The contract did, in fact, exceed the time by approximately 10 days. We are of the opinion that the contractor exerted a conscientious effort to complete the work so that we would not recommend any penalties be applied. Pateras Painting Company expended a considerable effort in doing a good job and we are of the opinion that the reser- voir coating system will give the City a long term of ser- vice. In closing, we want to acknowledge the outstanding coopera- tion and assistance of the City Water Department operations staff who worked closely with us during the course of the contract and additionally their tireless efforts to provide water service in the absence of the utilization of the Ellery Reservoir and working very long hours to accomodate the needs of the water customers. ery truly yours,,/ Jack Y.
