Subject: RENEWAL OF COOPERATIVE PERSONNEL SERVICES AGREEMENT
Statement of the' Matter
The Ci`ry of Carlsbad has used the Cooperative Personnel Services
Division, State Personnel Board, for personnel examination services k
for several years. CPS provides the city with professional examination"
services which would be unavailable from city staff and extremely
costly if done with private agencies. CPS is

Personnel Services requires a renewal of the agreement,•which can b#

RESOLUTION NO. 6255
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, AUTHORIZING THE
CITY MANAGER TO SIGN AN AGREEMENT WITH THE
STATE OF CALIFORNIA, CALIFORNIA STATE PERSONNEL
BOARD, COOPERATIVE PERSONNELSERVICES DIVISION,
FOR THE PURPOSE OF PERFORMING EMPLOYEE
SCREENING EXAMINATION SERVICES FOR THE CITY
OF CARLSBAD.
WHEREAS, the city utilizes the services of the California
State Personnel Board, Cooperative Personnel Services Division
for examining services; and
WHEREAS, the present agreement with t.ie State of California
for such services has expired:
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of. Carlsbad as follows:
1. That the above facts are true and correct.
2. That the City Manager, FRANK ALESHIRE, is hereby
authorized and directed to sign an agreement with the State of
California, California State Personnel Board, Cooperative
Personnel Services Division, for the purpose of performing
examining services for the City of Carlsbad effective as of the
date of this resolution.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
Carlsbad City Council held on the 5th day of August , 1980,
by the -following vote, to wit:

COST SERVICE CONTRACT AGREEMENT
THIS AGREEMENT, made and entered into this SIXTH
day of JULY 19 80 at Sacramento, County of Sacramento,
State of California, by and between the STATE PERSONNEL BOARD, through
Its duly appointed, qualified and acting Executive Officer or Nis
authorized representative, hereinafter called the Board, and the
CITY OF CARLSBAD , hereinafter called
the Local Agency.
WITNESSETH ;
That the parties, for and in consideration of the convenants, conditions,
agreements, and stipulations expressed, and pursuant to authority contained
in Section 18707, Government Code, hereby agree to the conditions as found
In attached "Cost Services Contract Rules and Procedures" marked as Exhibit A
and "Written Examination Price List" marked as Exhibit 8 which are incorporated
,herein by reference and made a part hereof. Exhibit 8 may be amended by the
Board from time to time without renegotiating the contract. '
Further, the parties agree that the Board shall, as a normal course of
action, scbmit invoices covering those services rendered during a calendar
month and the Local Agency agrees to pay such invoices within thirty days
following receipt thereof.
The provisions of the attached Fair Employment Practices Addendum, Standard
Form 3 (4/65), are incorporated by reference and made a part of this contract.
The term of the contract commences JULY 6, 1980 and terminates
JULY 5, 1983 . This contract may be terminated by either party
upon giving the other party 30 days written notice of termination.
