SUBJECT": GENERAL PLAN AMENDMENT, CARLSBAD PACIFIC BUSINESS PARK CASE NO: GPA-50 (A) S T A T E Fi^TnTlE The Roll Company is requesting that the Land Use Element of the General Plan be amended for property located on the west side of El Camino Real, and just north of Palomar Airport. The applicant is requesting that the existing Non-Residential Reserve designation be amended to a Combination District comprised of the following designations: Planned Industrial (PI) , Regional Service (RS) , Community Commercial (C) , Travel Service (TS) , and Public Utilities. The Special Treatment Area of the General Plan requires that a Specific Plan be submitted in conjunction with this General Plan Amendment. The Specific Plan will be heard by the Council on August 19, 1980. A large business park is being proposed for this site. The property consists of 558.6 acres (please see attached location map), most of which is proposed for industrial type uses. The project proposal also shows 30 acres of commercial use for this site and, if approved by separate action, a satellite sewage treatment facility and reservoir for reclaimed water. An EIR and Specific Plan are also being submitted for the project. The Planning Commission heard the proposed General Plan Amendment on June 19, 1980, and recommended approval to the City Council. Hagaman, Planning Director SUBJECT: GENERAL PLAN AMENDMENT - CARLSBAD PACIFIC INDUSTRIAL PARK - GPA-50 (A) A. BACKGROUND The Koll Company is requesting that the Land Use Element of the General Plan be amended from the current Non-Residential Reserve (NRR) designation to be a Combination District comprised of the following designations: Planned Industrial (PI), Regional Service (RS), Community Commercial (C), Travel Service (TS) , and Public Utilities (U). (See attached map for location). The applicant is proposing a large business park for the site which would contain 345 acres of industrial use, 30 acres of commercial use, and if approved, a 26 acre area containing a wastewater treatment plant and a storage reservoir for reclaimed water. Streets, slopes and open space make up the other 157.6 acres. This application was originally submitted by the Japatul Corporation (SDG&E) in 1975 and is now being assumed by the Koll Company. B. DISCUSSION The request for the General Plan Amendment and for the Combination District creates several questions which should be addressed, they are discussed below: Land Use Is the proposed land use appropriate for the site? The Non-Residential Reserve (NRR) classification of land use holds areas of land in reserve for non-residential uses. The Land Use Element states that the burden of proof to reclassify this area rests with the developer or owner. The developer is indicating that a light industrial park is the most appropriate use for the site because it would be compatible with the existing airport and with the surrounding industrial uses. The developer also feels that this use is appropriate because the General Plan indicates that the NRR should be used to help expand the city's tax base. The Koll Company feels that the proposed use will be economically beneficial to the city. Staff concurs with the opinion of the developer. The proposed industrial park would be consistent with existing and future uses in the area and would be less impacted by the airport than most other uses. Combination District Is the Combination District the appropriate application of the General Plan for this area? Normally, only one General Plan Land Use designation is placed on a piece of property in Carlsbad. Some areas of the city are suitable for more than one land use classification, The Combination District is a tool provided in the General Plan which allows the placement of two or more land use designations to be placed on the same piece of property. This means any use in any of the classifications which make up the Combination District would be permitted anywhere on the property. The Koll Company is proposing uses for their business park which correspond to five different General Plan designations: Planned Industrial, Regional Service, Community Commercial, Travel Service and Public Utilities. The applicant feels that five categories are necessary because there is no one or two designations which contain all of the specific uses that they desire for the site. The Public Utilities (U) designation which is part of the proposed Combination District would work a little differently than the other designations. Other designations are placed over the entire site, the Public Utilities designation would be shown on the land use map as a grey circle with a "U" in the center. The exact location of a wastewater treatment facility could be located within a one kilometer radius of this designation. The General Plan provides for the use of a Combination District with the provision that a Specific Plan also be required. Since the Combination District allows the various uses to occur anywhere on the site, actual land use and land use location will be controlled by the Specific Plan. Because of the flexibility and because of the control allowed by the Specific Plan, staff feels that the Combination District is the most appropriate vehicle to apply the General Plan to this property. C. KECOMMENDATION Staff is recommending that the City Council APPROVE GPA-50(A).
