DEPARTMENT; city Manager ; U ;ject: PARKS AND RECREATION ELEMENT Macario Canyon Park Statement of the Matter The current budget provides $18,000 for updating the Parks and Recreation Element of the General Plan. There is a need to review the assumptions, criteria, and costs associated with the existing plan which was adopted in 1975. Since then many changes have occurred in the population, park usage, and financing of the City. In particular, we need to review the extensive provisions in the existing plan for greenbelts, trails and small neighborhood parks. In addition, we need a better understanding of the long term operating cost of the parks system. Also, we need to assess the impact of regional facilities such as beaches, lagoons, and the proposed Macario Canyon Park. It is proposed that we call for bids from parks and recreation planners to update the General Plan Element and also to prepare a preliminary development plan for Macario Canyon. It will take 6 weeks to receive proposals and about 90 days to do the work. A report could not be ready before January, 1981. Fiscal Impact Estimated cost of the planning program would be between $20,000 and $60,000. Eighteen thousand is budgetted. An additional appropriation may be needed when bids are received. Attached for your review is a timetable and a proposed Request for Proposals for the subject combined project. As discussed previously, the estimated consultant costs for a combined study are between $20,000 and $60,000. There is currently $18,000 budgeted in the Parks and Recreation budget. The Planning Department has recommended that separate contracts be established for each project, although one consultant could handle both contracts. The Request for Proposal reflects this in the requirement to bid on each project separately and by lump-sum. Planning believes that this will give us better control over the projects and provide a better cost breakdown. A question that needs to be resolved is whether we want to go to Council for appropriations before or after we receive the bids. With your approval or modifications, we will begin the process of requesting bids. Approximately twenty consulting firms will receive a copy of the Request for Proposal. Your direction regarding this matter would be appreciated. The City of Carlsbad is requesting proposals from multidisciplinary planning firms for the development of a revised parks and recrea- tion element and for a phased development plan for Macario Park. Project Descriptions The two projects are inter-related and should be integrated for consistency with the Carlsbad General Plan. The current Parks and Recreation -element was prepared in 1975 and needs to be updated and revised to account for the growth and'changing parks and recrea- tion needs of the community. This will require working with a Citizen's Task Force. The Macario Park development will be a 366 acre regional park facility located in the center of Carlsbad, east of Agua Hedionda Lagoon. Macario is foreseen as an extensive park, providing a golf course, lighted multi-use athletic fields, gymnasium, amphi- theatre, community center, park service center, tennis-raquetball complex, camping facilities and a possible marina. This development plan will be a preliminary planning document as the park will not be completed for several years. Background Carlsbad is a rapidly growing city with a population of 36,000. It is located on the northern coast of an Diego County, thirty miles north of downtown San Diego. It is bordered on the north by the city of Oceanside and by Vista and San Marcos to the east. The area's projected population for 1995 is 63,860. Carlsbad is a combination of industrial, commercial and residential development, including a large regional shopping center, an auto- retail center with seven dealerships, a large industrial park and a regional airport. The city contains three lagoons, extensive agricultural areas and large tracts of undeveloped land. The total area is approximately 37 square miles, with about seven square miles of county islands. Approximately 35% of the city is within the coastal zone; the Local Coastal Program is scheduled to be completed in 1980. Carlsbad is included in the Regional Outdoor Recreation Plan and Program Draft prepared by the Comprehensive Planning Organization. - 1 - The City Council has established departmental goals and objectives for 1980-81 and the City has contracted with the firm of Sedway/ Cook to establish a Growth Management Study. Scope of Consultant Services The consultant shall prepare a proposal based on two separate contracts and a lump-sum contract as outlined below: 1. Parks and Recreation Element 2. Macario Park Phased Development Plan 3. Both of the above. In preparing a proposal for the Parks and Recreation Element revision, use Attachment 1, draft work plan as a guideline. The consultant should address and agree to the following: 1. To provide a document which will be consistent with the Carlsbad General Plan. 2. To identify and address potentially significant issues, which are not in the existing Element. These may include, but are not limited to the following: a) Growth Management Study b) Regional Outdoor Recreation Plan and Program c) Input from the Parks and Recreation Commission d) Input from the Planning Commission e) Input from the Citizen's Task Force. 3. To provide 25 copies of the draft and 25 copies of the final report. 4. To attend three to five public hearings and make presenta- tions as necessary. In preparing a proposal for the Macario Park phased development plan, it will be necessary to work directly with the Parks and Recreation and Planning Departments as no written material is presently available. The consultant should keep the following points in mind: 1. Macario Park is to be a phased development with completion within the next 10 to 15 years. 2. Land acquisition is not presently accomplished. 3. This will be a preliminary development plan. 4. The development plan should be consistent with other City documents such as the General Plan, Growth Management Study, etc. 5. The consultant must address for both the Macario Park Plan and the Parks and Recreation Element any changes necessary in other elements of the General Plan. Qualifications Please submit with your proposal a brief description of your quali- fications. Special qualifications related to this particular project should be noted. The qualifications of the persons actually carrying out the project should also be listed along with the percentage of the completed product that each person will contribute. The consultant shall provide a list of five former or current clients (with addresses and phone numbers) for whom the consultant has performed work similar to that described in this request. Authorization The proposal and bid shall be signed by an official authorized to bind and shall contain a statement to the effect that the proposal is a firm offer for at least a ninety day period. The proposal should contain a statement that all work will be per- formed at a "not-to-exceed" contract price, which will become fixed upon completion of contract negotiations. Criteria for Proposal Evaluation and Selection Proposals shall be based on staff analyses of the proposals submitted. Parks and Recreation and Planning Department will evaluate. Primary regard will be given to the technical competence and creative ability of the consultant as demonstrated in the proposal. The proposal should include a work plan and timetable. The evaluation will consider the experience of the firm and its staff, proposed completion schedule, availability to work with City staff, and references provided. Final consultant selection will be made by the City Council. It is anticipated that a selection will be made and a contract prepared within four weeks following receipt of pro- posals . Additional Information This request for proposals does not commit the City to award a contract, to any costs incurred in the preparation of the proposal to this request, or to procure a contract for services or supplies. The City reserves the right to accept or reject any or all proposals received as a result of this request, to negotiate with any qualified source, or to cancel in part, or in whole, this request for proposals if it is in the best interest of the City to do so. C) Review Elements from other cities for information, ideas, format, etc. D) Conduct a survey of citizens in Carlsbad. E) Compile information and discussion format for Citizen's Task Force. PHASE II - Analysis A) Conduct preliminary Task Force meeting. B) Undertake site analysis activity. C) Commence recreation facility user-demand analysis. D) Compile data collected and establish criteria. E) Obtain input from Parks and Recreation Commission. F) Assure consistency with the General Plan. PHASE III - Compilation and Synthesis A) Define alternative development schemes. B) Continue user-demand analysis. C) Initiate alternative cost studies. D) Presentation and review of Phase III accomplishment. PHASE IV - Final Report Phase A) Incorporate findings into a schematic presentation. B) Finalize user-demand. C) Finalize development plans. D) Review by Parks and Recreation Commission and Planning Commission. E) Review by Task Force. F) Presentation of final element to City Council.
